We are currently seeking qualified candidates for the position of District Technical Officer based in Quelimane and Milange, under the EpiC Global Health Security (GHS) Project.

Job Summary

Provides basic technical support and guidance to district health authorities, health facility staff, community structures, and other local partners in the implementation of Global Health Security (GHS) activities. Supports implementation of EpiC-GHS technical interventions at district level, under the guidance of the Provincial Technical Officer and in coordination with relevant provincial and national counterparts. Supports strengthening of disease surveillance, event-based surveillance, case detection, notification and reporting, outbreak preparedness and response, infection prevention and control (IPC), and health emergency management at district level. Works closely with the Serviço Distrital de Saúde, Mulher e Ação Social (SDSMAS), health facilities, district surveillance teams, community structures, and other relevant stakeholders to ensure that GHS activities are implemented according to approved plans, national guidelines, standard operating procedures (SOPs), and project requirements.

Accountabilities:

Technical Requirements:

• Assists in providing technical support for the implementation of EpiC-GHS activities at district level, including disease surveillance, outbreak preparedness and response, infection prevention and control, and health emergency management.
• Provides technical support to SDSMAS, district health teams, health facilities, and other local stakeholders to strengthen disease detection, notification, reporting, investigation, and response.
• Provides technical support to improve the quality, completeness, timeliness, and use of surveillance and other GHS-related data.
• Supports routine data review and analysis to identify trends, gaps, alerts, and priority areas requiring follow-up or corrective action.
• Contributes to the development and sharing of lessons learned, knowledge, innovations, and best practices from district implementation.
• Supports the identification of technical capacity gaps and contributes to the development and implementation of appropriate training, mentorship, coaching, and supportive supervision approaches.
• Performs other duties as assigned.

Project Design Implementation:

• Works closely with the assigned project team and district stakeholders to ensure GHS activities are implemented according to approved workplans, national guidelines, project requirements, and standard operating procedures (SOPs).
• Supports implementation and monitoring of technical strengthening initiatives at district and health facility levels.
• Provides routine technical follow-up and mentorship to health facility and district teams to strengthen surveillance, notification, data quality, preparedness, IPC, and emergency response capacities.
• Supports district preparedness and response activities during outbreaks and other public health emergencies, as requested and within the scope of the project.
• Ensures that project activities are implemented and documented in accordance with organizational policies and procedures.

Client/Funder Support:

• Participate in government meetings, as requested.
• Supports preparation of technical inputs for project plans, reports, presentations, and other documents for government, donors, and project management.
• Provides technical information and updates on district-level implementation to the Provincial Technical Officer and other relevant project staff.
• Maintains effective working relationships with SDSMAS, health facilities, provincial and national health authorities, and other relevant stakeholders.

Project/Program Reporting:

• Supports preparation of quarterly and annual reports and other project documents.
• Gathers information, data, and statistics needed to provide evidence for reports, presentations, papers, and other documentation produced.
• Participates in routine data review meetings and supports district teams to use data to identify gaps and inform corrective actions.
• Ensures appropriate documentation and reporting of services and activities implemented with project support.
• Supports timely submission of district-level activity reports and other required documentation to the Provincial Technical Officer.

Applied Knowledge & Skills:

• Basic working knowledge of disease surveillance, outbreak preparedness and response, infection prevention and control, and/or other relevant Global Health Security technical areas.
• Knowledge of Mozambique's health system and experience working with government health structures at district and/or health facility level preferred.
• Ability to collect, analyze, interpret, and present health and program data.
• Understanding of the political, contextual, and ethical issues in assigned areas.
• Articulate, professional, and able to communicate in a clear, positive manner with government counterparts, health workers, partners, clients, and staff.
• Basic working knowledge of concepts, practices, and procedures related to public health surveillance, health emergencies, and technical assistance.
• Proficiency in Portuguese is required; knowledge of relevant local languages is an advantage.
• Excellent oral and written communication skills.
• Excellent organizational and analytical skills.
• Demonstrated proficiency with using Microsoft Office Suite required.
• Ability to solve problems and implement corrective action as needed.
• Motorbike driving license and willingness to drive a motorbike is an advantage.

Supervision Given/Received:

• Has no supervisory responsibility.
• Receives general instructions on routine work and detailed instructions on new assignments or projects.
• Reports to the Technical Director- Quality Improvement. Receives technical supervision and guidance from the Provincial Technical Officer.

Education

• Bachelor's Degree or its International Equivalent in Public Health, Health Sciences, Medicine, Nursing, Epidemiology, Environmental Health, Laboratory Sciences, Health Administration, or Related Field.

Experience

• Typically requires 2+ years of relevant experience in public health, disease surveillance, health emergency preparedness and response, infection prevention and control, health information systems, or provision of technical assistance.
• Experience working with government health structures, preferably at district and/or health facility level.
• Prior work experience in a non-governmental organization (NGO), government agency, or private company.

Typical Physical Demands:

• Typical office and field environment.
• Ability to spend long hours looking at computer screens and doing repetitive work on a keyboard.
• Ability to sit and stand for extended periods of time.
• Ability to travel regularly to health facilities, communities, and other district locations, including potentially difficult-to-reach areas.
• Ability to work in field environments during routine activities and public health emergency response.

Technology to be Used:

Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Zoom/Teams), cell phone/mobile technology, electronic surveillance and reporting platforms, data collection tools, and standard office equipment.

Travel Requirements:

25% - 50%

Regular travel within the assigned 3–4 districts, including travel to health facilities, communities, district health offices, and other locations as required to support implementation of EpiC-GHS activities.

The expected hiring salary range for this role is USD 28,000 - 36,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
