
I. Job Summary
Manages the day-to-day collection operations of multiple sites a single Line of Business, establishes, and maintains performance and productivity metrics and cost management processes. Responsible for P&L. Operations Managers and/or Supervisors will report directly to this role.
The District Manager (DM) oversees operations that resemble managing a high-volume manufacturing facility. In this environment, the inputs, the raw materials, can be unpredictable and subject to change, and the core operational systems are based on biological processes. This requires the DM to adapt to fluctuations in input quality and quantity while ensuring the biological systems function efficiently to maintain continuous production.
Location Primarily sites at Lathrop this role will oversee 2 sites.
Travel Time will be divided to oversee both Lathrop and Altamont sites.
II. Essential Duties and Responsibilities
• Knowledge of the lifecycle and upkeep of "yellow iron" equipment, such as loaders, grinders, screeners, and windrow turners.
• Experience working with state environmental agencies like CalRecycle, BAAQMD, or the EPA, and an understanding of Title 14 or comparable composting regulations.
• Skill in streamlining the process from the tipping floor to the finished product; at a large industrial facility, any delays during intake or screening can lead to costly backlogs.
• Understanding of Aerated Static Pile (ASP) vs. Windrow methods.
• Manages the District’s day-to-day operations and provides daily support to drivers in ensuring safety, service, and savings.
• Executes necessary precautions to ensure safety and compliance with Company, OSHA, and other standards and regulations.
• Ensures thorough root cause investigations for all injuries and incidents, following up with consistent coaching and retraining.
• Oversees department personnel needs, including selecting, coaching, disciplining, and training employees and evaluating employee performance. Manages termination, compensation, and promotion decisions.
• Formulates short-term and long-term goals and action plans in conjunction with the Senior District Manager and/or Director of Disposal Operations.
• Participates in regular P&L reviews to ensure that budgets are met; develops and implements programs for optimal equipment utilization, equipment maintenance, and labor and material costs.
• Interacts with local city, municipal, and county agencies to ensure customer satisfaction, improve efficiency, renew contracts, and negotiate new contracts; establishes WM as a good corporate citizen and valued resource.
III. Qualifications
A. Required Qualifications
• Associate's Degree
• High School Diploma or GED and two (2) years relevant of work experience
• 2 years in a role with supervisory and/or P&L responsibility (in addition to education requirement).
B. Preferred Qualifications

• A B.S. in Environmental Science, Civil/Chemical Engineering, or Agribusiness is standard. An MBA is a significant plus for the financial side of the role.
• CCOM (Certified Compost Operations Manager): Offered by the US Composting Council (USCC). OSHA 30-Hour
• Valid driver’s license and a clean driving record
• Must be able to maintain a valid driver’s license and clean driving record throughout the duration of employment in this position

PAY: The expected base pay range for this office/on-site position is $109,000 - $120,000. This range represents a good faith estimate for this position. The specific salary offered to a successful candidate may be influenced by a variety of factors including the candidate’s relevant experience, education, training, certifications, qualifications, and work location.
