This position is responsible for the coordination and supervision of social work services provided to clients for the proper management and operation of its functions. Such functions include administrative, personnel, training, and budgetary activities which would ensure efficient and effective functioning of all operators.
An employee in this class is responsible for overseeing services to the elderly, family, juvenile, disabled, disadvantaged, or those otherwise in need of social service assistance. They are expected to exercise independent and sound judgment meetings, conferences, and reports.
DUTIES (NOT ALL INCLUSIVE):
A PhD.
OR
M.S.W., plus three (3) years social worker experience;
OR
M.A. in Social Science and six (6) years social worker experience.
NECESSARY SPECIAL QUALIFICATIONS:
Possession of a current Virgin Islands License to practice social work.
FACTOR 1-KNOWLEDGE REQUIRED BY THE POSITION:
Knowledge of principles, methods, concepts, theories and techniques of social work;
Knowledge of human development theory and psycho-social treatment processes.
Knowledge of normal and abnormal behavior and the cultural and psychological implications of family disunity, unemployment, illness, delinquency, and functional illiteracy.
Knowledge of departmental, governmental and community resources;
Knowledge of techniques in supervision and training.
Knowledge of federal and local laws, policies and procedures relative to units delivery of services.
Ability to identify, collect, evaluate and interpret facts for the diagnosis and treatment of client problems.
Ability to exercise good judgment, make sound decisions and present ideas and information clearly and concisely, orally and in writing.
Ability to provide direction to staff to handle crisis intervention with clients.
Ability to resolve conflicts that arise among personnel during the course of work and to take corrective action.
Ability to supervise and train employees.
Skills in the general use of a computer of willingness to learn.
FACTOR 2 - SUPERVISORY CONTROLS:
The supervisor gives work assignments and defines them within broad lines. The employee uses independent, sound judgment in carrying out the work, sets priorities, objectives, and deadlines to be met. The work is reviewed through consultations with the supervisor. Work is reviewed in relation to local and federal guidelines and procedures.
FACTOR 3 – GUIDELINES:
Guidelines include departmental policy and procedural manuals, Virgin Islands Code, directives, and executive orders.
FACTOR 4 – COMPLEXITY:
The complexity of the work involves developing plans, coordinating program activities, supervising employees, training, and reviewing caseload. Employee is responsible for making critical decisions relative to complex cases involving multiple agencies, departments and the courts there by aiding in their resolution of them. Decisions are made on a daily basis that may have life and death effects on clients. Complexity may vary depending on cases and problems presented by staff.
FACTOR 5 - SCOPE AND EFFECT:
The purpose of the work is to oversee the proper management and operation of the unit and quality of service to clients.
FACTOR 6 - PERSONAL CONTACTS:
Contacts are with co-workers, clients and families, legislators, local and federal officials, other professionals and general public.
FACTOR 7 -PURPOSE OF CONTACTS:
To resolve problems, disseminate information, make assessments, provide training, consults with contacts on pertinent matters, and represent the department at various meetings and in court.
FACTOR 8 - PHYSICAL DEMANDS:
Work is mostly sedentary. It is mentally and emotionally stressful and requires crises intervention and after hour work.
FACTOR 9 - WORK ENVIRONMENT:
Work is performed mostly in an office setting but some field work is required.
