Position Description

Oversees district laboratory operations and supervises technical staff responsible for testing, inspection, and research involving

aggregates, concrete, rigid and flexible pavements, asphalt, and structural materials. Work requires contact with government

officials and private entities. May require travel. Employees at this level establish their own work plan and priorities to meet

set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.Essential Duties:Conduct staff and safety meetings.Consults with producers and suppliers, including on-site visits, regarding material characteristics, specifications and quality control requirements; identifies problems and recommends solutions.Determines staffing levels required to meet testing requirements. Interprets test results and directs them to proper personnel with recommendations.Maintains records, prepares reports and coordinates test and inspection results with staff, Materials and Tests Division, project inspectors, contractors, material producers and suppliers.Oversees quality assurance for tests and inspections.Mentors and develops technical employees in test and inspection procedures and material specifications.Oversees the maintenance and calibration of equipment.Performs other job responsibilities as assigned.

Minimum Qualifications:Education: Bachelor's Degree in a related discipline.Experience: 4 YEARS Materials inspection, research, and testing (Experience can be satisfied by fulltime or prorated parttime equivalent)Must have 1 year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.Substitution:Relevant work experience may be substituted for degree on a year per year basis ORRelated graduate level education may be substituted for experience on a year per year basisLicenses and Certifications:Valid driver’s license.
