POSITION: District Coordinator, Extended Day 21st Century Community Learning Centers (21st CCLC)

LOCATION: District Wide/Participating Schools

  • Green Bank Elementary-Middle School
  • Marlinton Middle School
  • Pocahontas County High School


CLASSIFICATION: Professional

REPORTS TO: Director of Federal Programs

COMPENSATION: $25.00 per hour

TERM OF EMPLOYMENT: Beginning with the 2026-2027 Learning Beyond the Bell / 21st Century Community Learning Centers (21st CCLC) Program and continuing through the summer component of the grant program.

School-Year Schedule: Monday through Thursday, up to three (3) hours per day after school.

Summer Schedule: Dates and hours will be determined based on student enrollment, funding availability, and program needs.

PROGRAM OVERVIEW

The 21st Century Community Learning Centers (21st CCLC) Program is designed to support and extend learning opportunities for K-12 students beyond the regular instructional day. The program provides academic enrichment opportunities to help students meet state and local standards in core academic subjects, offers enrichment activities that complement the regular instructional program, and supports parents and families through literacy and other educational services.

The District Coordinator serves as the central leader for the 21st Century Community Learning Centers Program and is responsible for overseeing daily operations, program implementation, compliance, and long-term effectiveness. The coordinator works collaboratively with school administrators, site coordinators, teachers, students, families, community partners, and district personnel to ensure the successful delivery of academic and enrichment programming across all participating schools.

QUALIFICATIONS

  • Minimum Bachelor's Degree from an accredited institution in Education, Social Work, Counseling, Psychology, Recreation, or a related educational field.
  • Valid West Virginia Teaching Certificate.
  • Meet minimum standards for certification as established by West Virginia Board of Education Policy 5202 and the qualifications outlined in WV Code §18A-4-7a.
  • Criminal background check conducted pursuant to WV Code §18A-3-10 and applicable state requirements.
  • Experience working with middle or secondary school students and staff preferred.

ADDITIONAL MINIMUM REQUIREMENTS

  • Applicants who have recent unsatisfactory evaluations will not be considered eligible for consideration.
  • Applicants who demonstrate unsatisfactory interview performance are not eligible for consideration.
  • Applicants who receive unfavorable reference recommendations will not be eligible for consideration.
  • Applicants who have been dismissed or who have had their contracts non-renewed for cause by another school district are not eligible for consideration.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Program Leadership

  • Provide overall leadership and direction for the 21st Century Community Learning Centers Program.
  • Ensure compliance with all federal, state, grant, and county requirements.
  • Develop, implement, and monitor program goals and objectives aligned with student needs and grant requirements.
  • Evaluate program effectiveness and implement improvements based on student performance data and stakeholder feedback.
  • Monitor student participation, attendance, and academic progress to ensure program success.

Administration and Grant Management

  • Manage program operations across all participating schools.
  • Oversee budget development, expenditures, purchasing, and fiscal accountability.
  • Coordinate data collection, reporting, and documentation required by grant guidelines.
  • Maintain accurate records related to enrollment, attendance, assessments, staffing, and program activities.
  • Collaborate with district administration regarding transportation, facilities, scheduling, and student services.

Personnel Management

  • Collaborate in the recruitment, selection, and onboarding of site coordinators, instructors, and support staff.
  • Provide training, coaching, and professional development opportunities for program personnel.
  • Establish performance expectations and monitor program staff effectiveness.
  • Support staff retention efforts and foster a positive program culture.
  • Coordinate schedules, program coverage, and staffing needs across participating sites.

Community and Family Engagement

  • Build and maintain strong relationships with students, families, school personnel, community partners, businesses, and local organizations.
  • Develop partnerships that enhance educational opportunities and enrichment programming.
  • Promote family engagement and participation in program activities.
  • Coordinate outreach efforts to increase program awareness and student enrollment.

Communication and Collaboration

  • Serve as the primary point of contact for district personnel, school staff, students, families, and community partners regarding the program.
  • Facilitate communication among participating schools and stakeholders.
  • Utilize surveys, program evaluations, and stakeholder feedback to promote continuous improvement.
  • Prepare reports and presentations regarding program performance, outcomes, and compliance.

Professional Responsibilities

  • Maintain confidentiality of student and personnel information.
  • Adhere to all West Virginia Board of Education policies and Pocahontas County Board of Education policies and procedures.
  • Attend required meetings, trainings, and professional development activities.
  • Demonstrate professionalism, reliability, effective communication, and sound judgment.
  • Perform other duties as assigned by the Director of Federal Programs, Superintendent, or designee.
