As the Advance Transportation Planning Director, you’ll take the helm of the APD section within the Transportation Planning & Development (TP&D) team. You’ll lead a dynamic group of planners and visionaries responsible for crafting multi-modal transportation plans that span urban centers and rural regions alike. Oversees the development of transportation planning functions in a district. Reports to the Director of Transportation Planning and Development, Deputy District Engineer, District Engineer. Manages a group of professional, technical, and clerical employees engaged in transportation planning activities. Work requires contact with governmental officials and the public. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Oversees data collection, analyses, forecasts and plan development.
  • Oversees district participation in development, coordination and implementation of the Unified Transportation Program, the State Transportation Plan and action plans for specific projects.
  • Oversees long-range and short-range transportation planning and coordinates with Regional Mobility Authorities/Metropolitan Planning Organizations (MPOs) to develop the annual Transportation Improvement Program and Metropolitan Transportation Plans.
  • Represents the district at various meetings and public hearings.
  • Serves as liaison with local officials and the public concerning proposed project development and planning.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education:

Bachelor's Degree in Transportation planning, public transportation, engineering. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience:

  • 5 years of experience in transportation planning (Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis.

  • Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.

Licenses and Certifications:

Valid driver’s license at the time of application. This position requires driving a state vehicle.

Preferred Qualifications:

Experience in plan development, schematic development and environmental permitting.

Competencies:

  • Extensive knowledge of:

  • Applicable analysis methodologies
  • Applicable governmental laws, rules and regulations specific to area of responsibility for safeguarding information and information technology related systems
  • State, county and local government operations and metropolitan planning organizations or regional mobility authorities affecting highway and transportation development and operations
  • Applicable engineering workstations and applications to support efficient planning and design activities
  • Budgeting methods and procedures
  • Applicable contract/grant/funding/project/program processes, policies and procedures

    Expert skill in:

  • Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks
  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external
  • Applying engineering principles, practices, and methods in job responsibilities
  • Overseeing and coordinating projects and program activities

    Proficient skill in:

  • Manages financial and personnel resources to achieve individual and organizational goals
  • Delegates both routine and important tasks and decisions; shares authority but has ultimate accountability

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occassionally carry files/small tools
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Standing- prolonged periods of time
  • Repetitive Motion- substantial movements of the wrists, hands or fingers
  • Close Visual Acuity- work includes data/figures; view a computer screen; extensive reading
