Summary

This posting will be used to fill a full-time, permanent non-represented position in the Department of Aging and Disabilities. The mission of the Department of Aging and Disabilities is to improve the quality of life for our citizens by providing options and resources to older adults, individuals with disabilities and caregivers to enable them to live independent and meaningful lives. The position of Senior Activity Center Director is responsible for all phases of a multi-purpose senior center, in accordance with Department of Aging and Disabilities policies and procedures. The position reports to the Director of Senior Center Operations.

NATURE AND VARIETY OF WORK

An employee in this class utilizes knowledge of program management support and program subject matter principles, techniques, functions, regulations and procedures in planning, organizing, directing and evaluating or carrying out assignments in one or more programs. The employee independently plans and carries out the aspects of program development, implementation and evaluation, and resolves problems and deviations in accordance with policies and program practices.

The supervisor provides assistance for unusual situations and reviews methods and approaches used in carrying out the employee's program support activities for conformance to policy and established requirements. The employee adapts standard program practices and procedures to meet situations or cases not fully covered by existing guidelines, and modification of current guides. Decisions involve conditions and factors that must be identified and analyzed to determine relationships with existing criteria. Work output affects the social, physical or emotional well-being of program participants or recipients of services. Most employees in this class exercise supervisory responsibilities.

Examples of duties

Supervises Senior Center staff and volunteers; provides annual performance evaluations; provides effective communication, support and development to staff and volunteers.

Programs a variety of classes and activities to meet the needs of senior participants and their families.

Recruits, hires, trains and retains paid and volunteer instructors.

Shows sensitivity to cultural, language and economic differences as this position requires a high degree of daily contact with the public at large, who present a variety of personalities and dispositions.

Serves as a liaison for the Senior Center within community organizations and partners.

Provides fiscal and administrative oversight of a senior center budget.

Actively participates in professional organizations, seeking membership where appropriate which may include NISC and MASC.

Performs outreach to seniors, their families and provides public information about available programs and services to community groups and aging related organizations.

Creates and implements Emergency Evacuation Plans for the seniors and staff of the center.

This includes Shelter in Place and Fire evacuations. Interacts with center staff and volunteers, Department of Aging and Disabilities staff, Center 501c3 Groups, Advisory Boards, senior participants, their families, County, State Government and community organizations and the general public.

Coordinates senior center facility and grounds management.

Represents the Department of Aging and Disabilities and Anne Arundel County in a positive and professional manner.

KNOWLEDGE, ABILITIES, AND SKILLS

Considerable knowledge of the program areas related to the department/agency to which the position is assigned.

Considerable knowledge of the principles, practices and techniques of program development, implementation, and evaluation.

Considerable knowledge of standard processes involved in procurement and/or contract management.

Ability to prepare, interpret, and evaluate program proposals and modifications.

Ability to speak and write clearly and effectively; exhibit good listening techniques and keeps other informed of matters relative to both work rules and job assignments.

Possess an understanding of creating an accessible environment for individuals with disabilities.

Qualifications

Education: Graduation from an accredited four-year college or university with major course work in public or business administration or a related field.

Experience: Two (2) or more years experience in program management or another specialty area in management of public aging services.

NOTE: Graduation from an accredited four-year college or university with major course work in public or business administration or a related field" may be substituted for four (4) years of professional experience in supporting a program/specialization area directly related to a senior activity center, community center, recreation center, human services program, or similar environment, for a total of six (6) years of experience.

Supplemental information

Preference will be given to candidates who possess the following:

1.) Experience in senior center administration or management of public aging services.

2.) Proficiency using Microsoft Word, Power Point, Excel and data tracking programs.
