
Texas Biomed is searching for a Director, Security & Emergency Preparedness to direct and oversee Texas Biomedical Research Institute (Texas Biomed) and Southwest National Primate Research Center (SNPRC) security and emergency preparedness strategy and business plans, including the identification of protection and preparedness goals, and managing company objectives and metrics for a complex strategic enterprise-based security organization.
The Role:
• Execute security policies and procedures, monitoring practices, and mechanisms to mitigate enterprise security risks, while safeguarding the personal safety of employees, animal colonies and Texas Biomed critical infrastructure and assets.
• Responsible for department strategy / direction and roadmap to ensure the security department’s mission and goals are met. Provide employee mentorship for all security activities within Texas Biomed.
• Responsible for overseeing the governance and management of internal and external investigations.
• Act as the liaison for law enforcement-based activities and engagement both on the State and Federal Level.
• Consult and partner with senior management to develop security and risk mitigation strategies aimed at reducing Texas Biomed’s risk profile. Ensure adequate protection levels for the organization and government compliance.
• Direct and oversee the physical security and emergency preparedness programs including protection of biological select agents and toxins (BSAT) and Texas Biomed’s biocontainment laboratories.
• Manage contract security services who safeguard the company’s assets, as well as the physical safety of employees, animal colonies and visitors.
• Direct and oversee business continuity mitigation, planning, response and recovery operations for Texas Biomed and SNPRC.
• Ensure compliance with physical security regulations required by federal government and private sector partners. Interface with all Texas Biomed departments to ensure compliance with security regulations.
Our Ideal Candidate:
• Bachelor’s degree (Security and/or Emergency Management, Homeland Security, Criminal Justice, or Business Administration); Masters Preferred
• 10+ years of demonstrated leadership with security, emergency management and business continuity expertise; Biosecurity Preferred
• Must be eligible and obtain FBI/CDC clearance under the Public Health Security and Bioterrorism Preparedness and Response Act of 2002
• Certified Protection Professional (CPP) certification from ASIS International is preferred
• 10 years’ experience managing security communications centers, overseeing systems monitoring, alarm dispatch, 911 type related emergency management operations
• Experience protecting critical infrastructure as defined by the Department of Homeland Security
• Experience working with agencies such as the FBI, Secret Service, Department of Defense, Department of State, Homeland Security, State and/or local law enforcement
• Experience that includes strategic oversight and management of the following areas: corporate security, technology asset management, executive protection, investigations, and governance
• Experience in managing complex security matters such as intelligence programs, forensics investigations, and security technology integration for enterprise-based solutions
• Experience in creating security compliance policies and procedures and administering such regulations company wide
• Experience in overseeing and directing the development of training programs on security and other all hazard threats
