Job Description

NOTE: This position is available for remote work within the contiguous United States, with travel as required for business needs.

The Director, Regulatory Affairs provides strategic leadership for NuScale, overseeing domestic and international regulatory engagement, licensing submissions, and safety case development. The role ensures compliance with NRC requirements and applicable international regulatory frameworks, and serves as a liaison to regulatory bodies, industry organizations, and clients worldwide. The Director is responsible for building and sustaining a high-performing regulatory affairs organization aligned with project schedules and business objectives. This position interfaces regularly with executive leadership on matters of regulatory risk, licensing strategy, and policy development.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Regulatory Strategy and Licensing

  • Develop and execute domestic and international regulatory strategy in alignment with project schedules and business objectives.
  • Oversee the preparation, review, and submittal of licensing documents including DCAs, SDAs, COLAs, safety analysis reports, and equivalent international submissions ensuring completeness, accuracy, and traceability to basis documents.
  • Manage regulatory correspondence with the NRC and international regulatory bodies ensuring timely and accurate responses to RAIs and other agency inquiries.
  • Monitor regulatory developments including NRC rulemaking, IAEA Safety Standards updates, and foreign regulatory policy changes and assess their impact on licensing basis and project schedules.
  • Identify differences between NRC requirements and international regulatory frameworks; develop strategies to address those differences efficiently and cost-effectively will supporting overall corporate goals.
  • Ensure compliance with applicable nuclear regulations and identify opportunities for cost-beneficial reduction of excessive commitments.

Stakeholder and Industry Engagement

  • Lead engagement with domestic and international regulatory bodies, industry organizations and government counterparts to advance SMR-favorable regulatory policy and build institutional relationships.
  • Develop and maintain country-specific regulatory roadmaps for international markets, identifying key milestones, gaps, and risks.
  • Support international clients and government counterparts in understanding licensing basis and adapting it to local regulatory requirements.
  • Interface with legal counsel on regulatory interpretations, enforcement matters, and licensing agreements.
  • Support business development and public stakeholder engagement on regulatory and licensing matters as needed.

Organizational Leadership

  • Oversee department leaders in recruiting, developing, and retaining staff consistent with the licensing strategy; ensure adequate, qualified resources are assigned with clearly defined roles and responsibilities.
  • Act as cost center manager for the department by developing and managing budgets in line with company strategy and project demands.
  • Review and analyze project estimates, forecasts, and schedules to ensure consistency with standards and operating principles.

MINIMUM SKILLS, QUALIFICATIONS AND ABILITIES

  • Education A minimum of a Bachelor’s Degree in Engineering or Natural Sciences is required. Advanced degree in Engineering or MBA desired.
  • Experience A minimum of 10 years of work experience in areas regulated by NRC or equivalent experience is required. A minimum of 5 years of formal leadership experience at existing nuclear facility, design engineering firm, regulatory agency or reactor design company s required. Must have in-depth understanding of nuclear regulatory and licensing legal, framework, practices and accountabilities plus nuclear plant engineering and operation concepts, principles, and practices.
  • Management: Proven track record of directing and managing staff from multiple disciplines and coordinating licensing and design interfaces to provide integrated design solutions in a timely manner that are licensable by the US NRC.
  • Industry Requirements:Eligible to work under Department of Energy 10 CFR Part 810.

Pay and Benefits:

The target pay range for this position is $182,145 - $219,831 annually. The full pay range is $163,303 - $255,422 annually.
