UPS PUBLIC AFFAIRS DIRECTOR, POLITICAL ACTION COMMITTEE

WASHINGTON, D.C.

Director, UPS Political Action Committee (UPSPAC)

The Director, UPS Political Action Committee (UPSPAC), is responsible for the strategic management, governance, compliance, and administration of UPS's employee-funded political action committee. This position oversees all aspects of UPSPAC operations, including regulatory reporting, budget management, vendor oversight, internal controls, and board support. The Director works closely with UPS Government Affairs leadership, Finance, Legal, Treasury, and external vendors to ensure compliance with federal and state campaign finance laws while advancing UPS's political engagement objectives. In addition to PAC management, the position supports broader Political Affairs initiatives by overseeing event logistics, budget administration, reporting, communications, and endorsement program.

UPSPAC Administration & Governance

• Direct day-to-day operations of the UPS Political Action Committee.
• Develop and maintain operational policies, procedures, and governance processes.
• Support UPSPAC Board activities and provide strategic recommendations to leadership.
• Ensure appropriate documentation and retention of approvals and compliance records.

Compliance & Regulatory Reporting

• Oversee preparation, review, and submission of federal and state PAC filings.
• Ensure compliance with applicable campaign finance laws and organizational policies.
• Coordinate with legal counsel and external vendors regarding reporting requirements.
• Monitor regulatory changes and implement necessary process updates.

Financial Management

• Manage UPSPAC budgets, disbursements, and financial reporting.
• Verify approval processes and controls for political contributions and expenditures.
• Review vendor invoices and ensure alignment with contractual obligations and approved budgets.
• Partner with Finance and Treasury to maintain sound financial controls.

Vendor Management

• Serve as primary relationship manager for PAC administration vendors, including Democracy Direct.
• Monitor vendor performance, contract compliance, and service delivery.
• Ensure accurate processing of contributions, disbursements, and reporting activities.

Audit, Controls & Risk Management

• Coordinate internal and external audits related to political activity and PAC operations.
• Implement corrective action plans and strengthen control of environments.
• Conduct periodic access reviews and maintain documentation supporting compliance efforts.
• Develop and maintain internal control procedures to ensure operational integrity.

Strategic Stakeholder Engagement

• Partner with Public Affairs leadership to support corporate political engagement strategies.
• Collaborate with Government Affairs, Legal, Finance, Treasury, and external stakeholders.
• Develop and maintain relationships with outside political and other third-party organizations.
• Represent UPS before Members of Congress.
• Prepare executive briefings, reports, and presentations regarding PAC performance and compliance matters.

Qualifications

• Bachelor's degree required.
• Significant experience in political action committees, campaign finance compliance, government affairs, public affairs, legal compliance, or related fields.
• Strong knowledge of federal and state political reporting requirements.
• Experience managing budgets, audits, and compliance programs.
• Exceptional project management, communication, and organizational skills.
• Demonstrated ability to manage sensitive and confidential information.

Education

• Bachelor's Degree or Intl Equivalent – Required
