The Director of Treasury Governance & Operations at Northwest Bank serves as a key advisor and subject matter expert supporting Treasury governance, operational risk management, regulatory compliance, and strategic initiatives. This role is responsible for overseeing the Treasury control environment, leading governance processes, coordinating regulatory and audit activities, and driving continuous improvement across investment, liquidity, borrowing, derivative, and Bank Owned Life Insurance (BOLI) operations. The position partners extensively with executive management, Finance, Risk, Compliance, Internal Audit, Accounting, and Operational teams to strengthen controls, ensure regulatory readiness, and enhance the effectiveness and scalability of Treasury processes. The individual is expected to independently lead complex initiatives, provide thought leadership on governance matters, and influence decisions impacting Treasury operations and risk management.

Essential Functions
• Lead Treasury's Risk & Control Self-Assessment (RCSA) program, including risk identification, control design evaluation, control effectiveness assessments, issue remediation oversight, and reporting to senior management and governance committees
• Act as Treasury's governance and controls subject matter expert, providing consultation and guidance to management regarding operational risk, control design, regulatory expectations, and process improvements
• Maintain Treasury policy/procedure alignment by partnering with Corporate Risk, Compliance, and Internal Audit to incorporate evolving guidance, observations, and best practices
• Serve as Treasury's primary liaison for internal audit, external audit, regulatory examinations, and second-line reviews, directing response strategies, advising management on findings, and ensuring timely remediation of identified issues
• Manage Treasury documentation standards, including version control, change logs, retention practices, and evidence packaging for audits/exams and second-line reviews
• Establish and govern Treasury documentation standards, ensuring policies, procedures, control narratives, and process documentation align with regulatory expectations, industry best practices, and evolving business activities
• Prepare and maintain standardized templates for audit support, procedures, reconciliations, and reporting to improve consistency and efficiency
• Design, oversee, and enhance Treasury governance reporting, key risk indicators, control dashboards, and executive-level management reporting utilized by Asset Liability Committee (ALCO), senior leadership, and Board committees
• Evaluate emerging regulatory guidance and industry practices, recommending enhancements to Treasury policies, procedures, controls, and governance frameworks
• Administer periodic investment and treasury operational reporting, including metric tracking, exception reporting, and control dashboards
• Lead operational risk management and controls testing activities (as applicable), including control execution evidence, periodic control validations, and remediation follow-up
• Ensure data integrity and documentation integrity across Treasury operational processes through periodic review, reconciliation support, and exception escalation
• Coordinate third-party/vendor-related documentation needs for Treasury tools and services (e.g., due diligence artifacts, SOC reports, contract repositories, access reviews), in partnership with Vendor Management and Information Security
• Support investment operations, including transaction administration, settlement support, confirmations, documentation, reconciliations, and coordination with Accounting/GL as needed
• Support Bank Owned Life Insurance (BOLI) administration and reporting, including carrier communication, statement validation, cash flow/crediting rate tracking, policy inventory, and documentation for accounting and risk reporting
• Identify opportunities to streamline processes and strengthen controls through automation, workflow standardization, and improved documentation
• Provide investment, borrowing and derivative trade support
• Pledge or reallocate investment collateral as needed
• Provide administrative support for ALCO and any sub-committees

Additional Essential Functions
• Ensure compliance with Northwest’s policies and procedures, and Federal/State regulations
• Navigate Microsoft Office Software, computer applications, and software specific to the department in order to maximize technology tools and gain efficiency
• Work as part of a team
• Work with on-site equipment

Education
Bachelor's Degree Finance, Economics, Mathematics, Statistics, or Banking
Work Experience
8 - 12 years Experience in Treasury operations, finance operations, bank accounting support, risk & controls, audit support, governance, or related functions within financial services.

• Knowledge of financial instruments such as bonds and derivatives
• Proven ability to utilize a variety of computer software programs and proficiency in programming new analytic models, organizational ability, excellent computer skills, excellent interpersonal / communication skills, analytical, and demonstrated efficient critical thinking abilities
• Capable of interpreting and explaining otherwise complex concepts to other team members

The pay range for this position is generally $115,000 to $140,000 annually plus bonus.Actual pay is based on various factors including but not limited to the successful candidate’s experience, skills, and knowledge.
