DIRECTOR OF TRANSPORTATION

ROLE FOCUS Safe, compliant, reliable, and cost-effective bulk-fuel transportation

BASE SALARY $120,000+ Depending on Experience, plus 30% annual performance bonus

Position Summary

Gilligan Oil Services is preparing to bring fuel transportation in-house. The Director of Transportation will help build, launch, and lead a safe, compliant, reliable, and cost-effective bulk-fuel transportation operation. The role is accountable for establishing the people, processes, systems, equipment standards, and operating structure needed for dependable delivery execution, regulatory compliance, cost control, and long-term growth.

Key Responsibilities

Build and Launch the Transportation Operation

· Partner with company leadership to develop and execute the plan for bringing fuel transportation in-house.

· Establish the operating structure, policies, procedures, systems, and performance standards needed for a safe and successful launch.

· Execute fleet and equipment planning, driver staffing, dispatch processes, technology, vendor relationships, and operational readiness.

Safety, Compliance, and Risk Management

· Ensure transportation activities comply with applicable federal, state, and local requirements, including relevant hazardous materials, commercial-driver, training, inspection, and recordkeeping requirements.

· Maintain and reinforce safe procedures for loading, unloading, spill response, incident escalation, and emergency readiness.

· Conduct operational audits and field observations, identify deficiencies, and oversee timely corrective actions.

· Support incident investigations, regulatory inspections, internal audits, and the closure of related findings.

Fleet, Equipment, and Carrier Oversight

· Manage transportation assets and equipment standards for trucks, tank trailers, and related components.

· Coordinate preventive maintenance and verify that required inspections are completed and documented on schedule.

· Select, onboard, and manage carriers and third-party logistics partners in accordance with company requirements.

· Monitor fleet and carrier performance using service, safety, compliance, utilization, and cost metrics.

Operational Performance and Cost Control

· Track on-time delivery, turnaround time, incidents, and other approved key performance indicators.

· Control logistics costs through load planning, carrier negotiations, capacity management, and continuous improvement.

Documentation and Audit Readiness

· Ensure accurate completion and retention of bills of lading, manifests, inspection of records, permits, and other required transportation documents.

· Maintain readiness for regulatory inspections, customer reviews, and internal audits.

· Standardize operating procedures and train employees and business partners on documentation requirements and escalation paths.

Team Leadership and Cross-Functional Coordination

· Build and lead a high-performing transportation team, including drivers, and dispatchers.

· Recruit, train, develop, and retain transportation talent while establishing clear expectations and accountability for safety, service, compliance, and results.

Required Qualifications

· Five or more years of progressively responsible transportation, fleet, logistics, or related operational experience.

· Demonstrated experience managing regulated carrier operations, transportation safety, and compliance programs.

· Strong knowledge of transportation regulations and safety practices applicable to bulk-fuel or hazardous material operations.

· Experience with dispatch systems, shipment-tracking tools, scheduling processes, spreadsheets, analytics, and logistics reporting.

· Strong leadership, communication, problem-solving, and decision-making skills, including the ability to remain calm and respond effectively under pressure.

· Ability to establish clear expectations and drive accountability across employees, carriers, and vendors.

Preferred Qualifications

· Experience with bulk fuel, petroleum delivery, tanker operations, hazardous materials, terminal operations, loading racks, metering, gauging, or sampling practices.

· Experience building, launching, bringing in-house, or significantly scaling a transportation or fleet operation; experience leading CDL drivers and managing third-party carriers is preferred.

· Relevant safety or compliance training related to hazardous materials, incident response, defensive driving, or commercial transportation.

· Experience implementing Lean or similar continuous-improvement methods or developing new operational processes.

Work Environment and Additional Requirements

· Requires occasional work at terminals and participation in incident response, inspections, audits, and other field activities.

· This is a hands-on leadership role. The schedule may include early mornings, evenings, weekends, or on-call coverage based on transportation volume and operational needs.

· If assigned backup-driving duties, the employee must maintain all licenses, endorsements, permits, medical qualifications, and training required for those duties.

Performance Measures

Performance will be evaluated against company-approved targets in the following areas:

· Safe launch and growth: successful development and implementation of Gilligan Oil Services’ internal fuel transportation operation.

· Delivery reliability: on-time delivery and schedule attainment.

· Safety and compliance: incident and near-miss performance, corrective-action closure, inspection results, audit findings, training completion, and documentation accuracy.

· Cost and productivity: cost per mile, cost per load, utilization, turnaround time, and carrier performance.

· Team and continuous improvement: hiring, development, retention, accountability, and scalable process improvements that increase safety, service, efficiency, and reliability.
