Oregon State Hospital, a Joint Commission and CMS certified public psychiatric hospital, provides psychiatric hospital services and patient treatment services to persons committed by the Oregon courts as part of the state mental health system. The Oregon State Hospital is the largest division of OHA with over 2,800 positions across the hospital and serves approximately 750 patients.

The Director of Training & Education will be responsible for partnering with OSH leaders across the entire organization to develop a clear understanding of each department’s unique needs to design, deliver, and track the training required to guarantee operational continuity and positive patient outcomes. This position calls for all work to be performed within the highest level of compliance and accountability standards. OSH is a 24/7 locked facility and will require the ability to gain operational and environmental insight into the administrative, clinical, compliance, and safety needs that allow for the continuity of services across the entire organization.

What You Will Do

LEADERSHIP

  • Lead the Training & Education department to achieve organizational goals and drive accountability for deliverables to meet identified priorities.
  • Provide direction, leadership, and direct oversight to managers and directors of multiple departments including Learning & Development and Training & Support.
  • Advise and assist OSH leadership with training and education-related strategic planning.
  • Partner with senior leaders to effectively diagnose, develop and implement appropriate strategies to drive organizational effectiveness via training and education alignment.

TRAINING & EDUCATION OVERSIGHT

  • Plan, organize and manage the integration of staff training efforts to all Oregon State Hospital employees.
  • Ensure training, education and policy adherence to The Joint Commission (TJC) and Centers for Medicare/Medicaid Services (CMS) standards of service.
  • Promote and integrate current evidence-based and emerging best practice models related to the delivery of workplace learning.
  • Define, measure, analyze, improve, and control systems of delivery of staff training, education, engagement, and support across the hospital.
  • Coordinate activities with Human Resources to ensure compliance with established HR policies, objectives and applicable laws, rules and regulations as well as ensuring OSH-alignment with OHA training and education efforts and programs.
  • Develop and implement strategies to increase employee engagement.
  • Design, develop, implement and maintain a practical and innovative manager onboarding and leadership development strategy for OSH managers.

Position requires the incumbent to work a professional work week where the hours of work fluctuate on a daily and weekly basis. Works in an office environment. Position may work a hybrid telework schedule. Is subject to fluctuating workloads and priorities in dealing with highly complex, sensitive and/or political issues. Occasional travel requires that the incumbent have a valid driver’s license or an alternative form of transportation.

Minimum Qualifications: Seven years of supervision, management, or progressively related experience; OR four years of related experience and a bachelor’s degree in a related field.
