Job Description
Leadership and Division Management
- Generally manages the Division’s activity;
- Rationally organizes the Division’s activity, including coordination and allocation of functional duties within the Division in order to perform tasks set in the Division Bylaws;
- Plans the Division’s activity and ensures control over the quality and timeliness of execution of planned activities, as well as observance of labor discipline;
Budget Planning and Financial Management
- Provides the University Annual and Medium-term budget, as well as consolidated budget requests for the planned period in order to determine funding sources for University activities in accordance with the established procedure;
- Ensures the development of the University Annual budget in order to support planning of University activities and monitor budget execution in accordance with the established procedure;
Performance Management and Staff Development
- Manages the efficiency (performance management) and professional development of Division employees and creates conditions for their motivation;
Advisory and Stakeholder Engagement
- Consults senior management, management of branch and subsidiary organizations, as well as heads of divisions on matters within the Division’s competence;
- Cooperates with state bodies, research and educational organizations, consulting and rating companies, financial analytics organizations, and other entities and individuals on matters related to the Division’s area of responsibility in accordance with the established procedure;
Risk Management
- Participates in the identification, assessment, management, and monitoring of risks within the Division’s supervised area.
Qualifications
Higher professional, Master in the specialization of Economics/Finance
Work experience: Eight years min., at least four of them managing people
Additional Information
- fluency in Kazakh, Russian and English,
- knowledge and skills of modern methods and international practices in the area of budgeting, strategic planning and managerial accounting;
- managerial skills (aims setting and activity planning, allocation of duties, control and motivation of subordinates job), and skills of presentations and negotiations, as well as analytical skills;
- high level of innovation and creativity;
- ability to formulate policy for a function;
- presenting strategy recommendations to the University leadership based on robust analytics
