Summary

Montgomery Parks is currently seeking a Recreation/Park Facility Manager II to oversee the operations at two well-known community facilities in Montgomery County, Pauline Betz Addie Tennis and Wheaton Indoor Tennis facilities. This role is part of the Enterprise Team and helps deliver safe, well-run recreational opportunities for the community.

Position Overview

The Director of Tennis will be responsible for staff supervision, facility and equipment maintenance, administration, facility budgets, marketing, and customer service. The position requires regular exercise of independent judgment and performance of duties within policy guidelines. The ideal candidate will have excellent analytical, problem solving and interpersonal skills, a passion for leading and training diverse teams and be an effective leader. It is also important for this candidate to be knowledgeable in recreational facility management (preferably tennis/racquet sports), recreational programming, and maintenance of building systems. The development of successful business strategies and methodologies to achieve optimum facility operations is also required. Weekends and evening hours are required for this position.

Examples of duties

Facility Operations

  • Manages overall day-to-day operations for Pauline Betz Addie Tennis Center and Wheaton Indoor Tennis
  • facility. Helps develop and implement long-term goals and operational procedures (e.g. hours, rules, safety,
  • etc.) at both tennis facilities.
  • Oversees the year-round programming and special events with the two career managers’ assistance at both
  • tennis facilities. Responsible for the overall facility schedules to include seasonal court time lottery process,
  • spot time, group lesson time, special events, etc.
  • Oversees the maintenance and repairs of the facilities and grounds and ensures they are promptly addressed
  • with minimal disruption to facility programs or schedules. Oversees the custodial contracts to ensure work is
  • performed according to the scope of work for both facilities.
  • Attends professional seminars to identify new programs, methods, and equipment which might be useful for
  • the facilities. Conducts research to identify trends or seek information that would be useful to develop
  • programs.

Personnel Management

  • Supervises designated staff to include two career (Recreation/Park Facility Manager I’s) and seasonal front
  • office staff. Ensures the career program managers are providing oversight and managing tennis instructors
  • (seasonal staff). Recruits, selects, trains, and evaluates staff.
  • Ensures staff complete all required training: CPR and First Aid, customer service, Active Montgomery, etc.
  • Provides daily supervision and operational support to the facility.
  • Leads customer service efforts and sets expectations for professional, respectful interactions with the public.
  • Sets a positive example for all employees and aids when needed.

Budget, Administration, Marketing

  • Manages and coordinates the facilities' operating budgets, which include revenue-producing facilities and
  • programs. Works with managers on project planning and facility improvements. Prepares financial reports
  • and assists with recommendations of fees. Responsible for regularly monitoring revenues and expenditures
  • within the approved budget and reporting them to the Enterprise Regional Operations Manager.
  • Assists marketing department staff in developing marketing strategies for both facilities. Ensures staff are
  • checking programs offered in the Parks and Recreation Guide for accurate information.
  • Ensure websites are updated to reflect current ongoing classes or special events.

Records Management.

  • Manage facility records and reports in accordance with Commission policies and procedures. Prepares and
  • maintains a variety of administrative records of the facilities such as revenues and expenses, inventory of
  • supplies and equipment, rentals, facility maintenance and attendance.
  • Coordinates daily bank deposits and uploads electronic copies.
  • Coordinates monthly Commission Vehicle Mileage Log.
  • Coordinates monthly AED Inspection.

  • Comprehensive knowledge of recreational facility management, safety and health regulations, budgeting principles, special event planning, procurement practices, cash handling, etc.

Qualifications

  1. Bachelor’s Degree in Parks and Recreation, Facility Management, Recreation Management, Education, Business Administration, Physical Education, Communication, Leisure Services, or any related field.
  2. Two (2) years of responsible professional experience working in a facility related to parks, recreation, leisure services, or area of required specialty (e.g., arts, performing arts, equestrian, tennis, aquatics, gymnastics, ice rinks); including one (1) year as a facility manager, program coordinator or supervisor.
  3. An equivalent combination of education and experience may be substituted, which together total six (6) years.
  4. Valid driver’s license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required of the position.
  5. Contingent upon area of assignment, some positions in this class may require valid: (a) operating license (e.g., county pool operator, childcare license) as appropriate; (b) First Aid, CPR, automated external defibrillator (AED) certifications; or (c) certifications as related to assignment (e.g., Lifeguard Instruction, Fundamentals of Gymnastics).
  6. Pass Commission medical exam.

May be subject to medical, drug, and alcohol testing.

Working Conditions: Works inside and outside an assigned facility which may operate seven days per week. Works extended hours, evenings, weekends and holidays. On call to respond to emergency situations as required. Incumbents in this class must frequently remain in a stationary position, operate motor vehicles, communicate and exchange information with internal staff and the public, be able to see for short and long distances, and occasionally lift equipment and other items weighting up to 49 pounds and ascend and descend ladders and stairs.

About Maryland-National Capital Park and Planning Commission

The Maryland-National Capital Park and Planning Commission (M-NCPPC) is a bi-county agency empowered by the State of Maryland in 1927 to acquire, develop, maintain and administer a regional system of parks within Montgomery and Prince George's Counties, and to provide land use planning for the physical development of these counties. The agency gained responsibility for public recreation program in Prince George's County in 1970.

Governing Body

The governing body of M-NCPPC consists of 10 members, 5 appointed by Montgomery County and 5 by Prince George's County. The Commission coordinates & acts on matters of interest to both counties, and meets at least once a month. The members of the Commission from each county serve as separate Planning Boards to facilitate, review and administer the matters affecting their respective counties.

Range of Duties

M-NCPPC administers a park system of more than 52,000 acres. It is composed of stream valley parks, large regional parks, neighborhood parks and park-school recreation areas. Its staff of career employees includes planners, park and recreation administrators, park police and administration staff. In addition, seasonal workers staff numerous park and recreation programs.
