TERM OF EMPLOYMENT: 12-Month Position; Full-Time

STARTING DATE: December 2026

SALARY RANGE: $120,000-140,000 per school year

*Actual Salary Is Dependent Upon Education, Experience and Contract.

POSITION DESCRIPTION:

The Director of Special Education and Student Services provides leadership, coordination, and operational oversight for a broad portfolio of student services and regional programs across Monroe One BOCES. Reporting to the Assistant Superintendent for Instructional Programs, this position supports the effective implementation of special education programs and services, ensures regulatory compliance, promotes operational excellence, and advances equitable outcomes for students. The Director supervises Assistant Directors and Coordinators and provides direct oversight to multiple departments including Clinical Therapies, Behavioral Health, and Nursing, while collaborating closely with component districts, the Rochester City School District (RCSD), families, and community partners to support high-quality services and systems. Provides leadership for equity work and inclusive practices, ensuring that programs, services, and strategic initiatives reflect and advance the Monroe One BOCES Organizational Pillars.

MAJOR RESPONSIBILITIES:

Special Education and Student Services Leadership

  • Advises and supports the Assistant Superintendent for Instructional Programs in the implementation, coordination, oversight, and continuous improvement of Monroe One BOCES special education programs and services, including matters related to special education, regional services, compliance, and student support systems.
  • Ensures compliance with federal and New York State regulations related to special education and student services.
  • Collaborates with internal and external stakeholders to promote high-quality educational opportunities, program development, and positive student outcomes.
  • Serves as a resource and thought partner for school districts, program leaders, and administrators regarding special education and student services.
  • Acts as liaison to New York State Education Department.
  • Manages competing demands and expectations, prioritizing student needs to ensure access to quality programming.
  • Oversees Related Services programs and ensures effective service delivery and regulatory compliance.
  • Provides leadership for McKinney-Vento services supporting students experiencing homelessness.
  • Coordinates and oversees New York State Alternate Assessment (NYSAA) processes and requirements.
  • Leads and supports Transition Services initiatives that prepare students for post-secondary education, employment, and independent living.

Health, Wellness, and Specialized Services

  • Oversees BOCES and RCSD Health Services operations.
  • Provides leadership for BOCES-wide wellness initiatives that support the well-being of students and staff.
  • Oversees the Aquatics Department and related programming.

Operational and Fiscal Management

  • Provides oversight of NYS reporting and data systems
  • Collaborates with consultants and agencies in contract development and oversight.
  • Understands long-term fiscal planning to support program oversight and development, while prioritizing alignment with organizational goals, student-centered decision-making, and responsible allocation of resources.
  • Supervises and interacts with multiple web-based platforms eg: Frontline, Wincap, and SchoolTool.
  • Oversees Medicaid reimbursement and claiming processes.
  • Supervises Student Admissions and Records functions.
  • Manages systems and procedures related to Itinerant Service Requests.
  • Provides leadership for Student Information Management Systems and related reporting requirements.
  • Oversees program billing and itinerant billing processes to ensure accuracy, compliance, and fiscal accountability.

Collaboration and Organizational Leadership

  • Fosters strong partnerships with component districts, RCSD, families, community agencies, and state organizations.
  • Leads cross-departmental initiatives that improve service delivery, efficiency, and student outcomes.
  • Supports strategic planning and continuous improvement efforts aligned with Monroe One BOCES priorities.

QUALIFICATIONS:

  1. New York State Certification as a School District Administrator or School District Leader
  2. At least five years' experience as an administrator
  3. Experience presenting to various stakeholder groups
  4. Extensive experience in special education and/or related services
  5. In-depth knowledge of NYS laws and regulations
  6. Experience supervising/leading a broad administrative team
  7. Strong written and verbal communication skills
  8. Strong technology skills
  9. Strong organizational skills and attention to detail are required
  10. Physically able to perform essential functions of the position (with or without reasonable accommodation)
