Job Description

This position is responsible for strategic leadership, growth and credit governance of SBA Lending Department and other government lending programs. Responsible for all aspects of the lending cycle through development of a strong management team and compliance with all program requirements.  This position provides leadership, guidance, and training to an SBA Lending Department Team.
Essential Functions
  • Provide executive leadership and strategic direction for SBA lending as a core growth platform
  • Direct and monitor the ongoing operating activities of the SBA lending department, ensuring compliance with government regulations (SOPs).
  • Develop and lead strategic planning initiatives and operations that support growth and reduce risk while maintaining a focus on customer service.
  • Approve, decline, and review underwriting of loans in compliance with Bank Credit Policy and government guaranty requirements.
  • Manage the SBA loan secondary market sales process to ensure all eligible SBA loans are bid and sold, if the bank elects to engage in loan sales.
  • Serve as an Executive Member of the Credit Committee.
  • Review credit submissions for approval and make recommendations of credit approvals to executive credit team and the Board.
  • Regular, reliable, and predictable attendance.
Marginal Functions
  • Maintain an in-depth working knowledge of government program products and services.
  • Develop streamline procedures, leveraged with technology, to allow for scalable growth.
  • Responsible for coaching and developing all department employees, lenders, and underwriters to their fullest potential.
  • Ensure the quality and consistency in underwriting of loans and overall credit quality.
  • Ensure compliance with government requirements regarding eligibility, credit, servicing and liquidation.
  • Maintain independent credit authority in oversight of SBA underwriting quality and compliance.
  • Responsible for all audits, internal and external, related to the portfolio, to include coordination of the audit, responses and implementation of any recommendations.
  • Initiate and maintain positive relations with SBA and other government lending agencies.
  • Participate in regional and national SBA conferences and promote Primis as a leader in the market for small business lending.
  • Provide guidance and instruction to all lenders regarding structuring and pricing of commercial loans.
  • Maintain compliance with and adhere to all state and federal regulations and Bank policies and procedures, including, but not limited to Bank Secrecy Act, SAR, CTR, FACT ACT, Community Reinvestment Act, EEO, and fair employment practices.
  • All other duties as assigned.
  Minimum Educational & Experience Requirements
  • Bachelor’s degree in business, finance, or related field (or equivalent experience)
  • Five to seven years’ experience as a commercial lender and/or SBA lender
  • Minimum of six to ten years’ experience in SBA/government program lending
  • Five to seven years’ experience in underwriting and credit
  • Requires extensive knowledge of real estate, commercial and consumer lending practices and credit granting criteria as well as state and federal laws regulating the lending and collection functions
Minimum Skill Requirements
  • Extensive experience as a lending officer with strong knowledge and experience in the overall lending, credit and government programs.
  • Must have strong knowledge of the bank’s policies and procedures in addition to the banking regulations, compliance and operations
  • Strong sales, organizational, communication, and public relations skills, particularly in working with customers or prospective customers
  • Strong communication, interpersonal, sales and negotiation skills
  • Solid understanding and knowledge of bank products and services
  • Excellent computer skills relevant to Microsoft Office Suites (i.e. Word, Excel, Outlook)

Physical Demands
In terms of an 8-hour workday, “occasional” equals 1% to 33%, “frequent” equals 34% to 66% and “continuous” equals 67% to 100%.  However, some duties are performed monthly, annually or sporadically throughout the year and are essential functions.  Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions of the position, if the accommodation does not impose an undue hardship that would require significant difficulty or expense.
