The MAA is currently accepting applications for the position of Director of Safety and Risk Management (DOT Executive IV) within the Office of Safety and Risk Management at the Baltimore/Washington International Thurgood Marshall Airport (BWI Marshall Airport).

The Director of Safety and Risk Management (DOT Executive IV) primary responsibility is to ensure safety for Maryland Aviation Administration (MAA) employees, tenants, concessionaires, airline personnel and all customers and passengers that travel to, through, and from Baltimore/Washington International Thurgood Marshall Airport (BWI) and Martin State Airport (MTN).

Responsibilities include but are not limited to the following:

  • Providing executive leadership and strategic direction for the Office of Safety and Risk Management, overseeing Maryland Aviation Administration's (MAA) comprehensive safety program and ensuring a safe environment for employees, tenants, concessionaires, airline personnel, customers, and passengers.
  • Directing and managing major safety programs, including compliance with federal Occupational Safety and Health Administration (OSHA) standards and Maryland Occupational Safety and Health (MOSH) laws, regulations, and policies.
  • Leading the development, implementation, and continuous improvement of the federally required Safety Management System (SMS), ensuring enterprise-wide integration of safety policies, risk management practices, and safety performance initiatives.
  • Establishing and maintaining safety policies, procedures, standards, and communication strategies that promote a proactive safety culture and support regulatory compliance across the organization.
  • Providing executive oversight of safety risk management activities, including hazard identification, risk assessments, risk mitigation strategies, and monitoring the effectiveness of corrective actions.
  • Directing management and professional staff responsible for implementing safety programs, regulatory compliance activities, investigations, inspections, and organizational safety initiatives.
  • Serving as the principal safety advisor to the Executive Management Team and Office Directors by providing expert guidance on operational safety, regulatory compliance, emerging risks, and strategic safety initiatives.
  • Collaborating with airlines, tenants, concessionaires, contractors, and other airport stakeholders to promote compliance with airport-specific safety requirements and industry best practices.
  • Developing and evaluating short- and long-term safety and risk management plans using data analysis, trend identification, performance metrics, and industry best practices to improve organizational safety performance.
  • Overseeing the administration and integrity of safety management databases and reporting systems to ensure accurate tracking, analysis, and reporting of safety performance indicators and regulatory requirements.
  • Monitoring safety trends, analyzing operational data, and recommending policy, procedural, and program improvements to reduce organizational risk and enhance operational effectiveness.
  • Directing the planning, development, and administration of budgets for safety initiatives, risk mitigation projects, training programs, and continuous program improvements.
  • Representing the Maryland Aviation Administration in meetings with federal, state, and local regulatory agencies, industry organizations, and external stakeholders regarding safety and risk management matters.

This position is located at BWI Marshall Airport in Anne Arundel County, MD

Examples of duties

QUALIFICATIONS:

PREFERRED QUALIFICATIONS:

Education: A bachelor's degree from an accredited college or university.

Experience: Three years' experience in one or more of the areas of: safety management systems, incident investigation, and/or workers compensation and insurance claims. One year of this experience must include supervising employees in the inspection of various workplaces to ensure compliance and enforcement of applicable state and federal safety and health laws, regulations, and standards.

Note:

U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis.

The ideal candidate will possess:

  • Strong leadership, decision-making, and strategic planning skills.
  • Associate in management (AIM) certification
  • Associate in Claims (AIC) Certification
  • Airport Certified Employee and Safety Management (SMS)
  • Knowledge of OSHA, MOSH, and other applicable federal and state safety regulations.
  • Ability to foster a culture of accountability, teamwork, and continuous improvement.
