About Vancouver Housing Authority
The City of Vancouver established VHA in 1942 for the purpose of housing an influx of employees to the aluminum and shipyard industries during World War II. During that time, VHA built 1,000 permanent homes and 11,396 temporary units capable of housing 50,000 people.
In the 1960's, VHA assumed the role of providing subsidized housing for low-income families, older adults, and people with disabilities. In the early 1990's VHA began using its authority to issue tax-exempt bonds to acquire mixed-income properties. These properties help reduce VHA's dependence on federal funding while providing housing for people earning between 60% and 80% of area median income. In 1999, HUD designated VHA as one of the original 39 Moving to Work (MTW) housing authorities, providing the agency with flexibility in funding decisions and regulatory requirements.
Today, VHA assists with the full range of housing needs, including emergency shelters that are operated by partnering nonprofits, permanent supportive housing serving people exiting homelessness, subsidized housing, low-income housing tax credit properties, mixed-income properties, affordable homeownership, and rental assistance vouchers. VHA also provides administrative services and staffing support to several local nonprofits.

Serving Clark County, Washington
Our mission is to provide opportunities to people experiencing housing barriers while honoring their personal dignity and maintaining public trust.
VHA accomplishes this mission in several ways:
* We provide subsidized housing for about 3,400 households, or approximately 6,800 people, in our community through subsidized rental properties we own or manage and through Section 8 Housing Choice Vouchers that allow people to choose where they wish to live.
* VHA and our community partners provide a variety of education, employment and social services to subsidized residents. For seniors and clients with disabilities, this means a safe, stable place to live and an improved quality of life. For work-able families, this means opportunities to become self-supporting.
* VHA builds low, moderate and mixed-income communities that provide affordable housing and popular places for businesses.
* VHA works with social service agencies to develop supportive housing and shelters for homeless people and people with physical or mental disabilities.
* VHA contributes to the local economy through rental subsidies paid to landlords and the money invested in the construction of affordable housing.
* VHA works closely with local governments and other community partners throughout Clark County to address issues of affordable housing and homelessness and help families break the cycle of poverty. All of which make our community more affordable, safer and more enjoyable for everyone.
