1. MISSION OF THE POSITION
To ensure effective strategy realization, operational excellence, and sustainable resource mobilization of WWF Mongolia by integrating strategic planning, performance management, efficient operations, and high-quality resource acquisition. The role ensures measurable conservation impact, financial sustainability, and compliance with WWF Network standards.
2. MAJOR FUNCTIONS
The Director of Operations and Resource Mobilization provides strategic leadership and oversight for resource acquisition and operational functions within the Country Office, ensuring the effective mobilization, management, and utilization of financial and institutional resources to deliver the Office Strategic Plan.
The role leads the development and implementation of a coherent Resource Mobilization (RM) strategy and framework, aligned with the Country Office strategy, WWF Network Standards of Conservation Project and Programme Management (PPMS), and WWF International policies. This includes overseeing pipeline development, donor engagement, proposal development, and grants management to secure sustainable and diversified funding.
The Director ensures operational excellence by overseeing core functions including finance, administration, HR, compliance, and risk management, ensuring efficient, transparent, and accountable systems in line with WWF policies and standards.
The role supports organizational effectiveness by ensuring that resource mobilisation and operations functions are fully aligned to achieve conservation impact and long-term organizational sustainability.
3. MAJOR DUTIES AND RESPONSIBILITIES
Strategic Leadership and OSP Realization
• Lead the development, implementation, and periodic review of the Country Office Strategic Plan (OSP).
• Ensure integration of conservation priorities, resource acquisition, operations, and Planning, Monitoring, Evaluation and Reporting (PMEL) functions.
• Translate strategic objectives into annual work plans, KPIs, and oversee performance monitoring and reporting.
Resource Mobilisation and Partnerships
• Develop and implement comprehensive fundraising strategies across individual donors, corporates, foundations, public sector partners, and the WWF Network.
• Identify funding gaps and lead the development of high-quality concept notes, proposals, and grant applications.
• Ensure effective grant management, including donor compliance, reporting, and adherence to WWF standards.
• Build and maintain strategic partnerships and enhance WWF Mongolia’s visibility and positioning.
• Oversee communications and marketing functions in support of resource acquisition objectives.
Operational Excellence
• Oversee core operational functions, including human resources, finance coordination, procurement, administration, and logistics support to field operations.
• Ensure efficient and effective use of resources and alignment of operations with strategic priorities.
• Strengthen operational systems, workflows, and performance monitoring mechanisms to improve efficiency and delivery.
Risk, Compliance, and Governance
• Ensure full compliance with WWF policies, donor requirements, and applicable legal and regulatory frameworks.
• Lead risk management processes, including identification, mitigation, and monitoring of operational and programmatic risks.
• Oversee internal control systems, donor due diligence, and coordination of internal and external audits, ensuring timely implementation of recommendations.
People, Culture, and Organizational Development
• Support effective staffing, performance management systems, and capacity building across the Country Office.
• Strengthen organizational culture, internal communication, and alignment with WWF values
• Ensure the health, safety, and security of staff in line with WWF policies.
Communication and Representation
• Represent WWF Mongolia in external engagements with partners, donors, and stakeholders.
• Ensure effective communication and visibility of conservation impact, including dissemination of results and policy messages.
4. PROFILE
Required Qualifications
Master’s degree or higher in relevant field
Minimum 10 years of progressively responsible professional experience, including:
• Senior leadership roles in operations, organizational management, or program delivery
• Proven experience in resource mobilization / fundraising / donor engagement
• Experience managing multi-functional teams and complex organizational systems
Required Skills and Competencies
• Strategic Leadership: Proven ability to lead strategic planning, translate strategy into actionable plans, and drive organizational performance and results.
• Resource Mobilization Expertise: Strong experience in fundraising, donor engagement, proposal development, and managing diversified funding portfolios across public, private, and network sources.
• Operational Management: Demonstrated ability to oversee and optimize core operational functions, including finance coordination, HR, administration, procurement, and systems.
• Financial Acumen: Strong understanding of budgeting, financial planning, cost recovery, and financial management principles.
• Risk, Compliance, and Governance: Solid knowledge of risk management, internal controls, audit processes, and compliance with organizational and donor requirements.
• Partnership and Stakeholder Management: Strong ability to build and maintain strategic partnerships with donors, government, private sector, and other stakeholders.
• Communication and Influencing Skills: Excellent written and verbal communication skills, with the ability to represent the organization effectively and influence diverse audiences.
• Leadership and People Management: Ability to lead multidisciplinary teams, support staff development, and foster collaboration across functions.
• Analytical and Problem-Solving Skills: Strong analytical thinking with the ability to identify issues, develop solutions, and support decision-making.
• Organizational and Planning Skills: Ability to manage multiple priorities, ensure timely delivery, and maintain high standards of quality and accountability.
• Commitment to WWF Values: Demonstrated alignment with WWF’s mission, values, and conservation goals.
