Job Description

Key Responsibilities

Strategic Leadership & Financial Stewardship

  • Vendor & Contract Management: Negotiate, manage, and maintain updated contracts with PACE and other healthcare providers to ensure service reliability, regulatory compliance, and long-term financial stability.
  • Budget & Financial Oversight: Analyze and interpret departmental budgets, manage operational costs, and execute financial strategies that contribute to the organization’s overall fiscal health.
  • Performance Metrics & Transparency: Track, produce, and analyze key transportation metrics—including On-Time Performance (OTP) and Appointment Acceptance rates—and regularly report insights to PACE leadership to drive operational transparency and continuous improvement.
  • Strategic Planning & Goal Alignment: Lead departmental strategy, establish short- and long-term goals, and run focused leadership and quality assurance meetings across all operations.

Operational Excellence & Resource Management

  • Provide executive oversight and support across all operations within the EHP coverage area.
  • Monitor driver and vehicle scheduling operations, ensuring efficient routing, shift coverage, and medical appointment transit for participants.
  • Participate in operational Interdisciplinary Team (IDT) and transportation/scheduling meetings to align transit services with participant care plans.
  • Maintain oversight of fleet management, including vehicle maintenance, repairs, and fleet replacement planning.

Team Oversight & Governance

  • Provide direct leadership and direction to transportation supervisors, delegating routine daily administration, hiring, and basic shift scheduling to the supervisor level.
  • Maintain final oversight for elevated staff management matters, including complex grievances, severe compliance issues, and final review of key evaluations or corrective actions.
  • Ensure departmental adherence to regulatory standards, onboarding requirements, and continuous staff training programs.
  • Perform additional leadership duties as needed to support divisional growth and operations.

Knowledge, Skills, & Abilities

Knowledge

  • In-depth understanding of healthcare transit operations, regulatory compliance standards, and safety requirements.
  • Comprehensive knowledge of operational budgeting, contract management, and financial analysis.

Skills

  • Leadership & Strategy: Strong ability to lead supervisory teams, manage cross-functional activities, and align operations with broader organizational goals.
  • Analytical & Reporting: Proficient in extracting, analyzing, and presenting data (OTP, acceptance rates, trip volumes) into clear executive summaries.
  • Contract Negotiation: Proven skill in vendor management and negotiating terms that balance service quality with cost-efficiency.
  • Operational Software: Tech-savvy with proficiency in transportation management software, scheduling tools and reporting platforms.

Abilities

  • Ability to read, interpret, and manage operational budgets to drive financial success.
  • Ability to foster transparency and build collaborative relationships with executive leadership and external partners.
  • Ability to thrive in a fast-paced environment and make sound strategic decisions independently.

Qualifications

  • Education: Bachelor’s degree in Healthcare Administration, Business Management, Supply Chain/Logistics, or a related field.
  • Experience: Minimum of 3–5 years of healthcare transportation operational leadership experience, with preference given to background in mobility transportation or managed care environment.

About Emergent Health Partners

Emergent Health Partners is a nonprofit emergency medical services organization providing ALS and BLS EMS services to 1.1 million people in 14 counties of southern Michigan. Emergent Health operates out of Ann Arbor, Michigan with additional regional headquarters in Plymouth, Jackson, Battle Creek, and Monroe. The organization is governed by a volunteer Board of Trustees made up of community leaders from our service area.

Emergent Health’s flagship EMS agency, Huron Valley Ambulance, was founded in 1981. Since its Ann Arbor-based beginnings, HVA has expanded to serve all of Washtenaw County as well as portions of Wayne and Oakland counties. After HVA’s success, it continued to grow by creating four additional ambulance services to provide emergency care throughout Jackson, Monroe, Lenawee, and Calhoun counties.

In 2012, Emergent Health Partners was founded in an effort to bring all five ambulance services together as a strong, cohesive EMS operation. In 2018, Emergent Health expanded to Michigan's west side when LifeCare Ambulance of Battle Creek was added to the organization. This new growth made Emergent Health Partners the largest EMS provider in Michigan.

Emergent Health Partners operates with over 100 ambulances and close to 600 licensed EMTs and paramedics. All of Emergent Health’s EMS operations are accredited by CAAS - the Commission on Accreditation of Ambulance Services. Of the 13,000 ambulance services currently operating in the United States, fewer than 200 are presently CAAS accredited. Maintaining CAAS accreditation assures that Emergent Health Partners prioritizes up-to-date and well-maintained equipment, rigorous employee training, and high-level hiring requirements in order to provide the communities we serve with exemplary pre-hospital emergency care.
