The Mayor’s Office of Criminal Justice (MOCJ) develops innovative solutions to public safety challenges, reducing crime and incarceration. About the Role:
The Director of IT Enterprise Applications is responsible for leading the planning, development, and management of the agency’s technology, including custom-developed applications, enterprise workflow systems, and collaboration platforms. The role ensures that IT systems and enterprise applications align with MOCJ’s mission to implement data-driven strategies supporting crime reduction, public safety, and neighborhood strengthening initiatives across New York City.

This role will be a hands-on position responsible for managing the implementation, integration, and ongoing support of enterprise applications, including the agency’s Enterprise Request and Intake System (ERIS) in Smartsheet, as well as Microsoft Teams and SharePoint environments that support agency-wide workflow, collaboration, and document management.

The Director will ensure that enterprise tools are configured, maintained, and continuously improved to support cross-functional operations, standard operating procedures, and agency-wide reporting and accountability.

The Director of IT Enterprise Applications will serve as a hands-on leader responsible for managing the implementation, integration, and ongoing support of the agency’s enterprise technology portfolio, including custom-developed and COTS applications. This role requires proficiency in platforms such as Smartsheet, SharePoint, Microsoft Teams, MS SQL Server, Salesforce, and Microsoft Dynamics, as well as working knowledge of scripting languages used to support and maintain custom applications and automated workflows across MOCJ.

The role will also support the development and maintenance of applications across Power BI, SharePoint, O365, and Visual Studio, providing data management, dashboarding, and reporting capabilities that enhance operational visibility and decision-making. The Director will function as a technical lead and business partner, supporting cross-functional teams by translating operational requirements into scalable application and workflow solutions.

Hands on responsibilities include but are not limited to:
Applications and Coding:
- Provide technical expertise and support MOCJ in the software development and maintenance.
- Develop software applications leveraging Power BI, SharePoint, Visual Studio and O365
- Develop scripts leveraging Java, Python and C#. Familiarity with R is helpful.
- Conduct software testing to ensure quality and functionality
- Collaborate with cross-functional teams to develop technical solutions that meet client requirements
- Build reusable, scalable, and high-performance code

Database Administration:
- Provides basic database design, support and troubleshooting;
- Responsible for standards and design of data storage, maintenance, access and security administration;
- Provides and maintains documentation and manuals necessary at operational level;
- Constructs operational RDBMS and data stores that enable informational, analytical management inquiry;
- Performs backup and recovery on database management systems, configures database parameters, and prototype designs;

Applications Manager:
- provide technical expertise and support MOCJ in the software development and maintenance.
- Develop software applications leveraging Power BI, SharePoint, Visual Studio and O365
- Develop scripts leveraging Java, Python and C#.

Administrative Responsibilities:
- Manage third party contractors responsible for the implementation and maintenance of custom developed systems.
- Manage maintenance contracts and licenses renewals.
- Manage, review, approve RFP, RFQ and requests for third party software engagements and consultant agreements
- Support development and administrative staff, remove obstacles and provide guidance to achieve application development goals and implementation timelines
- Define and develop standard operating procedures for software implementation and support with in MOCJ/OSE and ACP.
- MOCJ/OSE and ACP web site oversight. Ensure division led web site initiatives and branding are governed to the city’s web site standards. Provide guidance and support when needed.

Qualifications

1. Do you have a baccalaureate degree from an accredited college or university?

2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?

3. Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question "2" above?

4. Do you have a satisfactory combination of education and/or experience equivalent to that described in questions "1," "2," and/or "3" above?
