Del Norte County is seeking an innovative, resourceful, and collaborative leader to serve as the County’s

Information Technology Director. Appointed by and serving at the pleasure of the Board of Supervisors

as an at will executive, this key Department Head oversees, modernizes, and directs the County's

technology infrastructure and digital strategy.

The Director of Information Technology is responsible for the planning, budgeting, project management, organizing and directing activities, programs and staff of the Information Technology Department. This single position class has significant responsibility for the development, oversight and management of the countywide enterprise data and voice networks which include centralized server farms, data-warehousing, project management, desktop computer systems, voice, data and video networks, and telecommunications/radio systems. Employees in this classification receive general direction within a framework of standard policies and procedures. Employees in this classification supervise employees and programs. This classification is designated as Executive Management and the Director must be able to respond to after-hours system emergencies.

  • Participate in strategic and operational governance processes of the business organization as a member of the senior management team.
  • Lead IT strategic and operational planning to achieve business goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of current and future IT systems across the organization.
  • Develop and maintain an appropriate IT organizational structure that supports the needs of the business.
  • Establish IT departmental goals, objectives, and operating procedures.
  • Act as an advocate for the organization’s IT vision via regular written and in-person communications with the organization’s executives, department heads, and end users.
  • Identify opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources, including staffing, sourcing, purchasing, and in-house development.
  • Assess and communicate risks associated with IT investments.
  • Develop, track, and control the information technology annual operating and capital budgets.
  • Develop business case justifications and cost/benefit analyses for IT spending and initiatives.
  • Coordinate and facilitate consultation with stakeholders to define business and systems requirements for new technology implementations.
  • Ensure continuous delivery of IT services through oversight of service level agreements with end users and monitoring of IT systems performance.
  • Ensure IT system operation adheres to applicable laws and regulations.
  • Establish lines of control for current and proposed information systems.
  • Performs other duties as directed or required.

Qualifications

College coursework equivalent to a Bachelor’s degree from an accredited college or university with major coursework concentration in computer science, information systems, engineering, project management or business/public administration. A minimum of five years of management and/or supervisory level experience which include administration, program development, budgeting, project management and coordination of work flow in an enterprise, technology based organization in a governmental and/or business environment. Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying.

The Panama-Buena Vista Union School District (P-BVUSD) provides a safe, supportive environment where all students can ask questions, find answers, reach their full academic potential and become caring, responsible citizens.

Established in 1875, the original district housed a mere 11 students in makeshift lean-to structures. Today, the student population numbers over 18,000, and pupils from Pre-K through eighth grade receive instruction in the most modern of facilities.

Sequoia and Yosemite National Parks are also within driving distance. The popular Lake Isabella recreational area is less than an hour's drive through the majestic Kern River Canyon.
