College Director of Human Resources - RVCC

Scope of Work: Reporting to the College President, coordinates all aspects of the College’s human resources operations and programs, including recruiting and onboarding, employee/labor relations, HRIS administration, staff development, safety; compensation and benefits management, and policy and program administration. Works collaboratively with the CCSNH Human Resources Office in the implementation of human resources programs and activities. Advises college leadership on all human resources and employee/labor relations matters.

Principal Duties and Responsibilities:

• Serves as member of the College’s leadership team responsible for strategic planning, personnel management, policy setting, and labor/employee relations, and works collaboratively with CCSNH human resources, benefits, and payroll in the implementation of human resources strategies and initiatives, compliance, and overall human resources management.

• Directs human resources functions and coordinates human resources programs, including implementing human resources policies, procedures, and programs in compliance with CCSNH and College policies and procedures, collective bargaining provisions, state and federal regulations.

• Provides information to employees and advises management on a variety of personnel matters regarding human resources policies and procedures, employee benefits, labor relations, professional development programs, etc. Maintains current knowledge of human resources programs, policies, and procedures to ensure information accuracy.

• Maintains employee data and records within the CCSNH human resources and payroll information system and the automated time and attendance system. Provides administrative and technical support and training in the use of these systems and in the generation of reports for managerial decision-making.

• Coordinates the recruitment strategies and selection processes for full and part-time positions and adjunct faculty in accordance with policies and procedures.

• Serves as member of the College’s leadership team responsible for strategic planning, personnel management, policy setting, and labor/employee relations.

• Coordinates the time and attendance processes including the review and audit of bi-weekly time and attendance. Works with other departments, as appropriate, to coordinate the payroll processes for tutors, work-study students, and adjunct faculty as well as the preparation of payroll forms for the compensation of Academic Department Chairs and Program Coordinators, and other such personnel.

• Within established guidelines, oversees the review and certification of employment applications for full-time and part-time professional, administrative, technical, and operating staff. Assists the Vice-President of Academic Affairs with the certification of applicant credentials for full-time faculty positions.

• Maintains up-to-date job descriptions for all College faculty, staff, and administrators. Works with college personnel and CCSNH Human Resources to edit or develop new job descriptions.

• Oversees the performance evaluation process for all full-time and part-time employees to ensure compliance with established policies and procedures.

• Develops and coordinates staff development programs including, but not limited to new employee orientations, defensive driving, sexual harassment, etc. Conducts assessment of employee training needs and works with College and System administration in the development of training materials and programs.

• Oversees the reporting of employee accidents and processes the prompt filing of worker’s compensation claims. Works with College and System personnel in the monitoring of employee work-related injuries/illness and return-to-work strategies. Serves as a member of the College’s safety committee and gathers data and reports finding to the college administration and safety committee regarding health and safety issues. Coordinates of wellness activities and programs for college personnel.

• Complies with all Board of Trustees, CCSNH, and College policies and procedures and state and federal rules and regulations.

• Performs other duties as assigned.

Qualifications:

Education: Bachelor's degree from a recognized college or university with major study preferably in industrial relations, personnel/human resources management, or business administration. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Four (4) years’ experience in professional personnel/human resources work at an administrative, supervisory, or technical level with experience as a human resources generalist in one or more of the following: job analysis and/or classification, personnel/human resources administration, labor relations, recruitment, or related experience.

Certifications: HR Certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP) desirable. Valid Driver’s License or access to statewide transportation.

Additional Desired Qualifications: Knowledge of human resource information systems, software, and applications. Extensive knowledge of the principles and practices of human resources management with particular emphasis on job classification and compensation, recruitment and employment practices as well as hearing and grievance procedures. Ability to interview applicants for employment and train and supervise subordinates. Ability to conduct interviews on personnel situations and develop solutions. Ability to communicate effectively orally and in writing. Demonstrated ability to identify, resolve, and consult on a wide range of personnel issues while focusing on institutional needs and priorities. Ability to work well in a team environment. Ability to express ideas clearly and concisely both orally and in writing. Ability to work independently and exercise sound judgment in the performance of duties. Proficient in the use of technology, especially Word, Excel, PowerPoint, and other graphic presentation software. Ability to establish and maintain effective working relationships with other employees, job applicants and the general public. Ability to work within the framework of a collective bargaining environment. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the college appointing authority.
