The Director of Human Resources (DHR) is a leadership role responsible for the management and administration of Human Resource functions within the agency, a CARF accredited substance use treatment organization. The Director of Human Resources works collaboratively with leadership to ensure overall administration, coordination, and evaluation of the Human Resources function of the organization.

SUPERVISION AND OVERSIGHT RESPONSIBILITIES:
The Director of Human Resources (DHR) has direct oversight and supervision of departmental support staff. The DHR provides support to agency programs and clinical management and executive-level staff and acts as a strategic advisor to the executive team, aligning HR initiatives with organizational goals to foster a positive workplace culture, support employee engagement, and ensure compliance with employment laws and industry standards. This role provides comprehensive oversight of HR operations, including employee relations, recruitment, training, compliance, benefits management, and key performance indicators (KPI) tracking, while fostering an inclusive and value-driven environment.
DUTIES AND RESPONSIBILITIES:
- Ensures compliance with all federal, state, and local employment laws and CARF accreditation.
- Focuses on organizing and participation of HR department goals, objectives, and systems.
- Provides annual updates for compensation to leadership.
- Standardizes job descriptions as necessary and analyzes market compensation trends.
- Develops, recommends, and implements personnel policies and procedures; and maintains the Employee Handbook.
- Assures access to all aspects of organizational systems for individuals with disabilities and implementation of reasonable accommodations as appropriate.
- Develops and manages a system for maintaining employee files and employment records, and other confidential files.
- Ensures accurate placement and filing of employee benefits records.
- Ensures HR team records relevant, organizational staff transactions in their permanent, electronic personnel files along with other pertinent employment information.
- Works with departmental managers to ensure employee appraisals and evaluations are conducted at appropriate intervals.
- Actively participates in ongoing workforce planning.
- Assures an efficient and systematic recruitment process that includes the timely posting of internal and external opportunities.
- Provides guidance and assistance to supervisors regarding human resource requirements, law, and current best practices.
- Responsible for employee appreciation and recognition programs.
- Responsible for the HR team’s pre-employment processes, ensuring accuracy with postings, agency compliance, and the equitable treatment of all applicants.
- Responsible for orientation and onboarding requirements and conducts exit interviews when possible.
- Supports department heads to ensure all other phases of employment are complete, including conditional hire and post-hire tasks for new employees.
- Provides guidance, education, instruction, and supports department managers in handling staff performance, disciplinary, and development issues.
- Advises managers on organizational policy matters such as equal opportunity, sexual harassment, and family medical leave, and recommends changes as needed.
- Effectively communicates policies to all staff.
- Represents organization at personnel-related hearings and investigations as may be required (i.e. EEOC proceedings).
- Actively seeks ways to improve employee retention by analyzing existing benefits policies of the organization and prevailing practices among similar organizations to establish competitive benefits programs.
- Identifies areas needing action to comply with state and federal guidelines for all employee personnel files information.
- Oversee periodic audits of personnel files to ensure compliance.
- Builds and maintains relationships with vendors, seeking best practices for the organization.
- Ensures staff meet appropriate training requirements to comply with regulatory standards. Performs any related duties as required and assigned.
SPECIAL SKILLS:
- Must possess strong verbal and written communication skills.
- Must possess strong computer experience, including knowledge of or demonstrated ability to work with Microsoft 365 applications.
- Must have at least three to five years experience with an applicant tracking system, Paylocity is preferred.
- Must possess proven experience in delegation, attention to detail, sense of urgency, and the ability to plan, direct, organize, and accurately manage large volumes of administrative work.
- Must possess problem-solving skills while considering liability, precedence, financial implications, and other possible future impacts on the organization.
- In-depth knowledge of Human Resources, and state and federal labor laws.
- Human Resource experience working with non-profit organizations is preferred.
- Ability to self-direct and establish relationships with staff at all levels within the organization and with external stakeholders.
- Ability to effectively represent the agency in community meetings/collaboration
Requirements
MINIMUM QUALIFICATIONS:
- Minimum bachelor's degree in business, management, or related field. An emphasis on human resources, management, or organizational development.
- At least five (5) years of professional experience managing the human resources of a 50+ workforce; non-profit experience is preferred.
- SHRM Certified Professional (CP) or SHRM Senior Certified Professional (SCP) credential is preferred.
- Ability to oversee and administer program services effectively to meet the strategic objectives of the organization.
- In the case of recovering alcoholic/addict, she/he must have successfully maintained a two (2) year period of abstinence from alcohol or drugs.
- Must have and maintain a current, valid NM driver's license.
- Must have and maintain a clean driving record.
- Must have and maintain NM auto insurance.
- Spanish-speaking preferred but not required.
- Must be over 21 years of age.
