We are seeking a Director of Fiscal Transparency to join our Office of Finance and Administration team at the Oregon Department of Education (ODE).

This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. This may involve in-person meetings, presentations to the legislature, or district visits. Travel is required, and the frequency of travel will vary and cannot be predetermined. A driver’s license, an acceptable driving record, a personal vehicle, or an alternative means of transportation are required.

This position is exempt from overtime and frequently exceeds a 40-hour work week, often extending into evenings and weekends. It may require extended hours during legislative sessions, audit cycles, or system implementation phases.

Employees approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office.

What you will do!

You will lead and manage the state's fiscal transparency initiatives, which are designed to provide the legislature, school districts, and the public with comprehensive access to financial data from Oregon’s public education system. This pivotal role involves overseeing accounting data integration, financial reporting, and audit alignment. The Director manages professional staff and collaborates with program leadership, IT teams, and district partners to ensure the development of accurate and accountable financial data systems, including dashboards and reporting tools. The work directly enhances the organization's commitment to transparency and accountability for all our stakeholders.

Typical duties include:

• Leading Oregon's K-12 financial reporting and transparency strategy.
• Directing financial systems modernization and data governance.
• Leading staff, partnerships, and continuous engagement and improvement efforts.

A typical day balances strategic leadership, financial governance, project oversight, and stakeholder engagement and would likely include meeting with staff and project leads to review program on fiscal transparency initiatives, collaboration with internal Department teams and staff, guidance and collaboration with external partners and participation in leadership regarding strategy, outcomes and future plans.

Minimum Qualifications (Required)

Seven years of supervision, management, or progressively related experience; OR four years of related experience and a bachelor’s degree in a related field.

Preferred Skills & Knowledge (Desired Attributes)

• Strategic Leadership and Organizational Management: Demonstrated experience developing and implementing strategic initiatives, establishing organizational priorities, performance measures, and long-term plans, while leading teams and resources to achieve measurable outcomes within complex public, governmental, educational, or nonprofit organizations.
• Financial Reporting, Accounting Systems, and Fiscal Governance: Demonstrated experience leading governmental accounting, financial reporting, auditing, fiscal compliance, budget oversight, or financial systems administration. Experience overseeing chart of accounts structures, financial data governance, accounting system modernization, audit reconciliation, internal controls, or statewide reporting processes, including interpreting and applying complex accounting standards, laws, regulations, and reporting requirements to support transparency, accountability, and high-quality financial decision-making.
• Stakeholder Engagement and Collaborative Partnership Building: Demonstrated experience building trusted relationships with diverse stakeholders and partners, gathering and incorporating feedback, facilitating collaboration across organizations or interest groups, and achieving meaningful improvements through inclusive engagement and shared problem-solving.
• Project Management and Systems Modernization: Demonstrated experience leading large-scale projects or organizational change initiatives involving business process improvement, systems implementation, technology modernization, data integration, or cross-functional collaboration from planning through execution and continuous improvement.
• Data Transparency, Reporting, and Decision Support: Demonstrated experience developing, managing, or improving data reporting systems, dashboards, business intelligence tools, performance measures, or public-facing information resources that support transparency, accountability, and data-informed decision-making.
• Supervisory and Team Leadership Experience: Demonstrated experience supervising, coaching, mentoring, hiring, evaluating, and developing professional staff while fostering an inclusive, collaborative, and high-performing work environment that promotes accountability, innovation, and continuous learning.

The Fiscal Transparency unit provides strategic leadership, data governance, and systems oversight to enhance transparency, accountability, and fiscal reporting throughout Oregon’s K-12 public education system. The program develops tools and resources for internal and external stakeholders, oversees the statewide chart of accounts, conducts fiscal health monitoring, and ensures data submitted by school districts aligns with state and federal requirements.
