Job Description

We are seeking a Director of Finance who will provide leadership, oversight, and strategic support for the financial management functions of a large division with multiple functional areas and/or service lines. This position reports to the Divisional Business Officer for the division and is accountable to the Executive Director of Strategic Finance and Administration Services. This position is responsible for all financial activity and oversight for the designated area and will provide senior management with financial reports and take actions to ensure good financial stewardship and achievement of budgeted financial performance. The position will ensure development of a strong finance team through the mentoring of key individuals.

Job Scope/Complexity

This position is responsible for developing and delivering comprehensive financial plans, managing the allocation and formulation of long-term financial plans, and ensuring compliance with financial regulations. The Director of Finance II must handle complex problem-solving and provide solutions to varied finance-related queries across the division. It requires balancing multiple responsibilities and projects simultaneously, ensuring timely and effective support to the finance community.

Specific Duties & Responsibilities

  • Collaborate with the Divisional Business Officer, Director of Research, Director of HR, Executive Directors of Strategic Finance, Research and HR, and department administrators to align operational goals with divisional objectives.
  • Develop and implement strategic financial plans aligned with the division's vision and goals.
  • Work with divisional leadership to identify business needs, share best practices, and develop new services and support.
  • Facilitate communication and collaboration with leadership to ensure that all factors are considered for the annual budget.
  • Oversee the allocation and formulation of the five/ten-year financial plan and capital budget.
  • Oversee and perform financial analyses of actual and budgeted performance as required to maintain control and address financial issues.
  • Identify opportunities for financial innovation and continuous improvement.
  • Develop and/or monitor compliance with financial policies and internal controls.
  • Responsible for review and maintenance of monthly financial statements and reports for leadership.
  • Submit quarterly financial projections and compare them to actuals, explaining variances.
  • Oversee the accounting for income and expense budget projections and changes.
  • Evaluate departmental financial performance and provide feedback for improvement.
  • Ensure effective communication between functional units, departments, divisional leadership, and the dean.
  • Directly supervise finance staff and provide oversight to ensure competencies and adequacy of work product.
  • Support the professional growth of finance staff through training and development.
  • Implement and maintain functional KPIs, goals, policies, practices, and standards Continuously monitor and improve services, implement feedback mechanisms, and address issues promptly.
  • Participate in monthly governance council meetings to uphold service level standards and foster ongoing improvement initiatives.
  • Perform other related duties as requested.

Minimum Qualifications

  • Bachelor's Degree.
  • Ten years progressively responsible financial management experience.
  • Additional education may substitute for required experience and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications

  • Master's Degree in related field and/or Certified Public Accountant license.
  • Professional experience in higher education or an academic medical center.

Technical Qualifications and Specialized Certifications

  • Knowledge of Excel, Access and Word.
  • Knowledge of accounting and budgeting theory and practices.
