We are currently seeking qualified candidates for the position of Director of Finance and Administration(DFA) for the upcomingMCC Belize Training and Transitioning to Work Activity which seeks to improve the efficiency, inclusivity and effectiveness of systems related to governance, financing and quality assurance of the Technical and Vocational Education and Training (TVET) system. Project Description
The Millennium Challenge Corporation (MCC) and the Government of Belize (GOB) have a $125 million Compact that aims to address the binding constraints of low-quality educationbyincreasing the number of post-primary graduates with the skills relevant to labor market demands. Under the Compact, an Education Project will aim to invest in Belize’s secondary education and technical and vocational education training (TVET) sector.
The Director of Finance and Administrationwill oversee operations, finance, and HR functionsof the project This position willbe responsible foreffectiveutilizationof resources, procurement,logistics, andcontracts and grantsmanagement The Director of Finance and Administrationwill lead efforts tocomplywithall applicable regulations as well astimelyand effective delivery of program activities.
Job Responsibilities
Provides leadership over financial and contractualaspects of the project;
Develops and implementsinternal organizational and financial processes;
Ensurescompliance with USand localrules,regulationsand policies;
Provides oversight and managementof budgets, grants, operational plans, reporting, and financial compliance;
Ensuresefficient management andutilizationof resourcesin accordance withFHI360and donor policies and procedures;
Providesguidance and supervision to program staff
Collaborateswith FHI 360’s country,regionaland headquarters staffto ensure the project is implemented according to organization and industry best practices, program framework, and regulations;
Contributestotimelyandaccurate reporting;
Supervises the recruitment, hiring, and management ofoperationsand finance teamsas well as local consultants
Supportsperformance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
Required Qualifications
Master’s degree (preferred) in Accounting, Finance, Business Administration, social sciences, or related field;
Minimum of 10 8 years of progressively responsible operational andfinancial managementexperience in support of large-scale international development programs;
Proven leadership in the administration of similar-sized international donor technical assistanceprojects;
Experience providing leadership over budgeting,financial management, and policies and procedures, especially related to USGprogramming;
Effective strategic planning and project management skills;
CPA, ACA, ICAN, CIMA, CFE or other similar, relevant professional qualification isrequired;
Strong consultative and negotiation skills;
Ability to analyze andestablisheffective and supportive cross-programcoordination, organizational procedures, and management systems;
Good analyticaland problem-solving skills;
Must havedemonstratedability to work in complex environments, work acrossdifferent cultures, and manage diverse teams to deliver impact within agreed timelines;
Proven ability to coordinate with government stakeholders, donors, as well as non-governmental organizations.
Ability to manage tight deadlines and deliver high volumes of work with minimal supervision;
Demonstrated leadership, strategic planning, effective organizational development, partnership-building, capacity-building, managerial,teambuildingand communication skills.
Demonstrated knowledge of MCC and/or Government of Belize rules, regulations, policies, and procedures as they relate to project and program compliance and reporting.
Oral and written fluencyrequiredin English.
The expected hiring salary range for this role is BZD 60,000 - 90,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.
