Job Description

The Berks County Intermediate Unit (BCIU) is seeking an accomplished financial professional to serve as Director of Finance. In this key leadership role, you will help guide financial strategy, ensure fiscal accountability, and support sound business practices that advance the BCIU's mission of providing high-quality educational services to schools and communities throughout Berks County.

Summary of position:

The Director of Finance is responsible for administering the daily financial operations of Business Services, including development and implementation of systems for collecting, analyzing, verifying, and reporting financial information as well as design, implementation, and maintenance of sound internal controls.

Job Responsibilities:

The essential functions of this position include, but are not limited to, the following fundamental duties:

  • Direct and oversee the Intermediate Unit's accounting operations, financial reporting, and year-end closing processes.
  • Lead budget development, financial forecasting, and fiscal analysis to support organizational decision-making.
  • Administer grant management, regulatory compliance, and the submission of required state and federal financial reports.
  • Coordinate annual audits, maintain internal controls, and ensure fiscal accountability and compliance with applicable laws, regulations, and reporting requirements.
  • Develop, implement, and continuously improve financial policies, procedures, and business practices.
  • Manage cash flow, banking relationships, investments, leases, and other financial resources of the organization.
  • Supervise, develop, and evaluate assigned Business Services staff.
  • Support risk management, employee benefits administration, and other strategic financial initiatives as assigned.
  • Prepare and present financial reports, analyses, and recommendations to leadership, the Board of Directors, and other stakeholders.
  • Perform other duties as assigned by the Chief Financial Officer/Chief Operating Officer or designee.

Qualifications:

  • Bachelor's degree in Business Administration/Accounting required. Advanced degree or in process of securing an advanced degree and/or CPA preferred.
  • Minimum of eight (8) years' experience in a business or financial setting.
  • Strong working knowledge of financial, accounting, cash flow, and investment management. Knowledge of U.S. / GASB accounting standards; U.S. government grant processes, procedures, auditing requirements; and consolidated financial reporting preferred.
  • Experience in staff development/management in a business or school environment.
  • Adept with current financial and accounting computer applications.
  • Familiarity with the Pennsylvania Department of Education State Accounting Code.
  • Ability to effectively interface with all levels of employees and serve as a representative with school district officials and business partners.
  • Proficient in Microsoft Office applications, especially Excel.
  • Excellent organizational skills.
  • Strong verbal, written, and interpersonal skills.
  • Ability to handle sensitive and confidential matters and respond as required.
  • The holder of this position could be required as part of his or her duties to engage in activities that can be charged to a Medical Assistance (MA) or other state or federal healthcare program. Clearance as a provider by both the Commonwealth of Pennsylvania and the federal government is therefore an essential qualification for this position.

Schedule:

Exempt, Full-time, Twelve months/year (260 days).

Salary:

Salary range is $134,308 to $181,711 (commensurate on experience) as established by the Intermediate Unit Board of Directors per the Compensation and Benefits Plan for Leadership Team, SRI 29.
