Job Description

The Director of Contracts and Procurement leads and oversees all contractual and procurement activities for CWS. This role serves as the company’s senior authority on contracts, subcontracts, GSA schedules, regulatory compliance, and contractual risk management. The Director ensures alignment between contractual obligations, operational execution, financial controls, and corporate growth strategy while maintaining strong customer relationships and protecting the organization from legal and financial exposure.

Key Tasks & Responsibilities

  • Strategic Leadership
  • Lead the Contracts and Procurement function company-wide, establishing policies, procedures, and internal controls aligned with FAR, DFARS, GSA regulations, and commercial contracting standards.
  • Serve as the primary advisor to executive leadership on contractual risk, negotiation strategy, pricing structures, and regulatory compliance.
  • Develop and execute departmental strategy to support corporate growth objectives, including prime contract expansion, GSA Schedule management, subcontracting strategy, and teaming structures.
  • Oversee Mentor-Protégé and Joint Venture compliance, ensuring SBA and regulatory requirements are met.
  • Contract Lifecycle Management
  • Provide executive oversight of all contracts from pre-award through closeout, including proposals, negotiations, award, administration, modifications, REAs, claims, and disputes.
  • Lead high-risk or high-value negotiations with federal agencies, GSA contracting officers, prime contractors, and commercial clients.
  • Oversee administration of GSA Multiple Award Schedule contracts, including modifications, price adjustments, TAA compliance, CSP disclosures, and IFF reporting.
  • Ensure contractual terms align with company risk tolerance, pricing models, and financial objectives.
  • Review and approve NDAs, Teaming Agreements, Joint Venture Agreements, Subcontracts, and other binding instruments.
  • Customer and COR Engagement
  • Serve as senior contractual interface with Contracting Officers (COs) and Contracting Officer’s Representatives (CORs) on contractual matters.
  • Support program leadership in maintaining productive working relationships with CORs to ensure alignment on scope, deliverables, funding, and performance expectations.
  • Lead resolution of contractual performance concerns, scope clarifications, funding modifications, and corrective action discussions.
  • Procurement Oversight
  • Direct procurement strategy and purchasing operations to ensure compliance with applicable regulations and internal policies.
  • Oversee subcontract administration, vendor selection, and supply chain risk management.
  • Ensure proper flowdown of contract requirements to subcontractors and vendors, including FAR and DFARS clauses.
  • Establish controls to mitigate risk related to pass-through charges, small business compliance, and cost allowability.
  • Compliance and Risk Management
  • Ensure compliance with FAR, DFARS, GSA regulations, SBA regulations, and applicable federal and state contracting requirements.
  • Support and lead DCAA, DCMA, GSA OIG, ISO, CMMI, and other internal and external audits.
  • Develop and maintain internal compliance programs, contract review processes, and documentation standards.
  • Monitor contract performance risk and proactively advise leadership on mitigation strategies.
  • Financial and Systems Alignment
  • Utilize Contract Management and Subcontractor Management tools within Deltek Costpoint, or similar ERP systems.
  • Collaborate with Finance and Accounting to ensure proper contract setup, funding controls, revenue formulas, and subcontract management within Deltek Costpoint or similar ERP systems.
  • Team Leadership and Development
  • Build, mentor, and lead the Contracts and Procurement team, including hiring, training, performance management, and succession planning.
  • Establish departmental KPIs and performance standards.
  • Provide structured training to program managers and operational staff on contractual compliance, GSA requirements, COR engagement, and procurement best practices.
  • Cross-Functional Collaboration
  • Work closely with Business Development, Program Management, Finance, HR, and Operations to ensure integrated contract execution.
  • Support capture and proposal teams with pricing strategy, GSA labor category mapping, risk assessments, and contract structuring guidance.

Education & Experience

  • Bachelor’s degree in Business, Contracts, Supply Chain, Legal Studies, or related field (advanced degree preferred).
  • 8+ years of progressive experience in contracts and procurement, with significant federal contracting exposure.
  • Strong working knowledge of FAR, DFARS, GSA MAS, and subcontracting best practices.
  • Demonstrated experience supporting or leading interactions with COs/CORs and contract compliance stakeholders.
  • Proven ability to lead negotiations, manage risk, and drive contract outcomes without slowing delivery.
  • Experience with Deltek Costpoint (preferred) or comparable government contracting ERP systems.
  • Strong leadership and executive-level communication skills.
  • Experience with due diligence, a plus

Certifications

  • Applicable certifications are a plus

  • This position is a hybrid role with approximately 1-2 days a week in the Falls Church, VA office.
