Job Summary
The Director of Construction Management reports directly to the Associate Vice President of Construction Management and has direct responsibility for the delivery of railroad State of Good Repair (SGR) and other assigned construction projects throughout Southern California.
This role provides senior-level construction management and technical oversight for multiple concurrent SGR / construction projects, including railroad track, structures, signal, systems, Positive Train Control (PTC), and railroad facilities projects. The director leads field execution and construction oversight activities, including construction inspection, contractor coordination, constructability, and design reviews for safe, compliant, and on-time project delivery.
This position requires a highly experienced railroad professional capable of managing complex work in active railroad and construction environments, supervising multiple project managers and field staff, and coordinating with public agency clients and railroad stakeholders. The Director serves as a technical and operational leader, ensuring projects are delivered safely, compliantly, and on schedule while enhancing rail safety, system reliability, and service performance in accordance with applicable railroad, regulatory, and industry standards.
This position may require additional hours to support construction oversight activities during absolute work window operations. A company vehicle will be provided for business use in accordance with company policy.
Lead and manage multiple project managers in railroad track, structures, signal, systems, and PTC construction projects concurrently.
Provide senior construction management oversight for large-scale SGR infrastructure improvements
Perform constructability and design reviews, including evaluation of construction phasing from a railroad operations perspective.
Coordinate closely with contractors, consultants, railroad managers, and internal teams to support safe and efficient project execution
Interface and coordinate with multiple clients from public agencies in Southern California
Review and interpret track, structures, signal, systems, and PTC plans, specifications, and construction phasing documents
Support development and implementation of long-range State of Good Repair (SGR) improvement programs
Support capital and maintenance project development aimed at reducing operational risk and improving system reliability
Provide technical guidance and practical, cost-effective solutions to SGR challenges
Oversee project managers and construction managers during field inspections, including walking inspections and verification of installations
Verify quantities, materials, dimensions, and installation accuracy in the field
Support testing, pre-testing, cutover, and commissioning activities as required
Oversee accurate daily, weekly, and project reporting documentation
Prioritize field interventions based on inspections, monitoring, and risk assessments
Apply sound judgment to balance safety, quality, schedule, and cost across multiple active projects
Perform other duties as required to support business and project needs
Qualifications
Knowledge, Skills, & Abilities
Demonstrated expertise in railroad SGR and construction projects for passenger, commuter, or Class I railroads
Strong working knowledge of construction management and project management concepts, procedures, and best practices
Proven ability to manage complex construction activities in active railroad environments
Strong problem-solving, decision-making, and organizational skills
Ability to communicate effectively with contractors, vendors, railroad management, public agency clients, and internal stakeholders
Ability to manage competing priorities and multiple concurrent initiatives
Proficiency with Microsoft Office Suite, Bluebeam and electronic communication tools
Exemplary oral and written communication skills
Required Education and Experience
Bachelor’s degree in Construction Management, Civil Engineering, Business, or related field and 15 years of progressive railroad construction and/or construction management experience, including State of Good Repair projects involving track, structures, signals, communications, or PTC
Experience delivering projects for passenger, commuter, or Class I railroads
Preferred Education and Experience
Certified Construction Manager (CCM) or Professional Engineer (PE)
Experience with State of Good Repair (SGR) or capital improvement programs
Experience supporting track, structure, signal system testing, integration, and cutover activities
Experience conducting jobsite safety assessments and enforcing contractor compliance with mitigation plans
Experience reviewing and interpreting project schedules and phasing plans
Familiarity with civil/track construction coordination in active rail corridors
Previous railroad operating or construction certifications
Ability to provide sound recommendations or solutions to client concerns or project issues
Additional Qualifications, Certifications, etc.
Valid driver’s license
Ability to obtain and maintain required railroad certifications
Ability to qualify for the necessary background and safety checks mandated by clients
Ability to pass a RailPros driving background audit
Supervisory Responsibilities
Provides leadership, direction, and oversight to Project Managers, Construction Managers, construction administrators, site superintendents, and field personnel as assigned
