GENERAL FUNCTIONS

This position is responsible for the quality assurance and compliance functions of agency program operations and leads the agency’s accreditation readiness efforts, including the Council on Accreditation (COA) process. The position ensures compliance with accreditation standards, licensure requirements, contractual obligations, applicable laws and regulations, and internal policies. Responsibilities include identifying compliance risks, coordinating internal audits and corrective actions, developing compliance training, supporting continuous quality improvement, and communicating with agency leadership, outside funders, regulators, and accrediting organizations. The position supports internal investigations in accordance with the responsibilities described below.

SCOPE OF DUTIES

  • Interact (verbally and non-verbally) with all clients, staff and community members with respect and courtesy.
  • Collaborate extensively with executive staff, directors, program managers, and other agency leaders, and represent the agency in significant interactions with outside funders, regulators, and accrediting organizations, including OCFS, OTDA, BOP, and other applicable oversight entities.
  • Maintain client and staff confidentiality in compliance with Administrative Policies and Procedures and Program Policies and Procedures.
  • Maintain working knowledge of accreditation, regulatory, licensure, and contractual standards applicable to agency programs, including requirements associated with COA, Housing and Urban Development (HUD), Bureau of Prisons (BOP), Office of Children and Family Services (OCFS), Office of Temporary and Disability Assistance (OTDA), and the Child and Adult Care Food Program (CACFP). Obtain required or agency-designated accreditation and compliance certifications within the first year of employment, including NAEYC, ACA Surveyor, and PREA Coordinator certifications, as applicable.
  • Lead and oversee the agency’s COA accreditation process and other assigned accreditation activities. Coordinate accreditation planning, standards review, applicability determinations, gap assessments, evidence development, corrective and improvement actions, readiness monitoring, communications with accrediting bodies, and schedules and deliverables with executive leadership, program directors, managers, and other responsible staff.
  • Following required certification within the first year of employment, serve as the agency Prison Rape Elimination Act (PREA) Coordinator; coordinate PREA compliance efforts and audits; conduct or coordinate investigations as required; and complete the annual report for publication on the agency website.
  • Prepare and distribute continuous quality improvement reports by collecting, analyzing and summarizing information and trends. This includes all administrative incident reports and client grievances.
  • Draft policy and procedures in accordance with accreditation standards, licensure requirements, contract obligations, or changes in law and submit to the SVP of Programs and SVP of Agency Advancement for approval. This includes all program policy and procedure manuals and the administrative policy and procedure manual.
  • Ensure manuals, client handbooks, and intake packets for licensed and accredited programs as well as the Administrative Policy and Procedure Manual are updated and distributed annually.
  • Ensure adherence to accreditation standards, licensure requirements, contract obligations, or changes in law through development of a quality assurance plan approved by Executive Leadership.
  • Ensure compliance through monthly inspections of licensed, accredited, and contracted programs.
  • Develop and maintain an evidence of compliance binder for all applicable programs and create corrective action plans for programs failing standards.
  • Develop and maintain a compliance calendar for staff credentials and clearances.
  • Serve as Corporate Compliance Officer. Prepare annual report to CEO and Board of Directors of all efforts related to corporate compliance.
  • Arrange, participate in, and implement, as directed, conferences and committee meetings.
  • Perform assigned duties as it relates to Volunteers of America chartering standards.
  • Complete and maintain OSHA 300 logs in cooperation with Human Resources, the Senior Vice President of Operations, and program directors, as needed.
  • Responsible for monitoring and assisting the SVP of Operations and VP of Human Resources on incident reporting and root cause analyses.
  • Support internal investigations while maintaining clear role boundaries with Human Resources and program leadership. Human Resources leads investigations involving discrimination, harassment, workplace violence, and other HR matters and may request support from this role. Program-related investigations are normally completed by the applicable program director, with assistance from this role when appropriate. This role may be asked to lead a program-related investigation when the program director is named in the matter, has a conflict of interest, or when agency leadership determines independent compliance oversight is appropriate.

MINIMUM QUALIFICATIONS

  • Valid driver’s license and ability to meet agency driving standards.
  • Ability and willingness to obtain required or agency-designated accreditation and compliance certifications within the first year of employment.
  • Ability to maintain confidentiality, exercise sound judgment, manage competing priorities, and coordinate complex compliance and quality-improvement activities.
  • Excellent written and verbal communication, analytical, organizational, project management, and computer skills.
  • Ability to work effectively with executive staff, directors, program managers, outside funders, regulators, accrediting organizations, and employees across programs and departments.
  • Experience interpreting and applying accreditation standards, regulatory requirements, contractual obligations, and organizational policies, preferred.
  • Bachelor's or master's degree in a relevant field, preferred.
  • Associates degree from an accredited college and at least four years of related experience in compliance, quality assurance, accreditation, program administration, human resources, human services, or a related field, required.

ESSENTIAL REQUIREMENTS

Environmental Working Requirements: Work is done on-site at our administration office and/or our program site locations.

Hours of Work: Full-time. Flexible and varied.

Travel: Travel within service areas, some out-of-area travel.

PHYSICAL AND WORKING REQUIREMENTS

Performing the duties of this job requires talking: Expressing or exchanging ideas by means of the spoken word; those activities where detailed or important spoken instructions must be conveyed to other workers accurately, loudly, or quickly. Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction and having the ability to receive detailed information through oral communication and making fine discrimination in sound.

The employee must be able to exert up to 20 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

The employee is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes.

The majority of essential duties are performed indoors, in an office/dorm style environment. The employee is subject to inside environmental conditions: protection from weather conditions but not necessarily from temperature changes.

SUPERVISORY RESPONSIBILITY

This position does not have ongoing direct supervisory responsibility. The role works extensively with executive staff, directors, program managers, and other agency leaders and may coordinate cross-functional accreditation, compliance, quality improvement, corrective action, and investigation-related work. The role also interacts significantly with outside funders, regulators, and accrediting organizations.
