Monroe Group, Ltd. is a leading property management company specializing in affordable multi-family and senior/disabled housing. We are currently looking for a Director of Compliance to oversee the corporate compliance staff and ensure all properties in our portfolio are in compliance.
The Director of Compliance is responsible for all aspects of project-based Section 8 and LIHTC compliance for Monroe Group’s growing portfolio. The position is responsible for the evaluation and monitoring of all properties within the portfolio to ensure compliance with applicable affordable housing programs. The position is the primary contact for HUD offices and State Compliance Agencies. This leader ensures Monroe stays current on changes to affordable housing regulations and helps distribute and train Property Management staff nationwide on this information. The position reports to General Counsel and will work out of the Denver Corporate office.
· Evaluate agency requirements and implement compliance procedures for development for all properties
· Keep current on all updates and changes in affordable housing programs and requirements.
· Monitor state agencies to stay updated on new policies, procedures, and compliance-related forms. Provide updates to General Counsel.
· Assure that the internal Compliance staff as well as the Property Management staff receive clear and concise written notification and interpretations of program changes.
· Respond to compliance-related questions from Compliance staff as well as Property Operations personnel.
· Ensure all properties employ the correct leasing forms and procedures (including tenant screening), comply with applicable leasing laws.
· Oversee compliance staff pertaining to all file reviews and audits to ensure compliance with regulatory agreements for each property
· Coordinate documentation and attendance for Management Reviews with Community Manager and State Compliance Agency prior to on-site reviews
· Remain in close contact with Regional Property Managers regarding compliance issues at specific properties - Review compliance issues with RPMs and establish deadlines for properties to come into compliance
· Work with General Counsel to develop action plans for non-compliant properties
· Act as primary contact with local HUD and State Compliance Agencies. Contact new HUD and State Agencies upon new properties entering the portfolio
· Monitor, review and approve all responses for MOR, LIHTC, HOME and all other agency audit responses as required in a complete and consistent manner. Ensure timely response delivery by stipulated deadlines
· Complete annual/quarterly/monthly compliance reporting as required
· Assure that all first-year files from each property have been copied and filed in a central location
· In partnership with the RPM and Director of Operations, provide orientation and training to new property managers.
· Assess and make recommendations to General Counsel regarding compliance procedures and training needs for Property Managers consistent with company guidelines
· Perform other duties as assigned

· 10-15 years of experience in compliance of property management (subsidy, tax credit, elderly, conventional, etc.)
· Ability to lead a team
· Ability to evaluate software application needs to streamline work flow
· Excellent verbal and written communication skills, organizational excellence, and team-oriented
· Strong project management skills
· Must be able to handle confidential information with discretion and integrity
· Must be able to meet assigned deadlines
· Bachelor’s degree from an accredited college or university.
· At least 10 years of compliance experience with project-based Section 8 and LIHTC
· Must have working knowledge of affordable housing programs
