The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
The Office of Information Technology department has the responsibility to provide high quality, reliable, sustainable technology services, and support to meet the needs of the families and children we serve through ACS, its vendor partners and other city agencies. The Digital Product Strategy and Solutions (DPSS) unit works collaboratively with internal units to support a broad portfolio of IT initiatives including gathering requirements, building solutions, providing ongoing support and enhancements, and performing testing to ensure solutions meet end-user needs and support operational goals. The unit partners closely with business units to understand and define requirements and deliver solutions that provide meaningful value across the agency’s work program. DPSS also offers guidance and support to all ACS divisions.
The unit is seeking a highly skilled and motivated Director of Business Analysis to lead and oversee the business analysis function and support the strategic planning, and the successful delivery of technology initiatives that align with the agency’s business goals and strategic priorities. The Director will guide a team of business analysts, collaborate with cross-functional stakeholders to define business and system requirements, guide product roadmaps, and ensure the effective translation of business needs into technology solutions. This role will play a key part in shaping product roadmaps, establishing best practices for business analysis, and driving the successful implementation of IT solutions that support the agency’s mission and operational needs.
The selected candidate will be responsible for the following duties and responsibilities:
- Lead and oversee the Business Analysis function, establishing standards, methodologies, and best practices for requirements management, documentation, and stakeholder engagement across technology initiatives.
- Manage and mentor a team of Business Analysts and related roles, including work assignment, deliverable review, performance management, and professional development.
- Direct the elicitation, analysis, and documentation of business and system requirements, ensuring alignment with agency goals, operational priorities, and technology strategies.
- Ensure the development of high-quality BA artifacts, including business requirements documents, functional specifications, process flows, use cases, and requirements traceability matrices.
- Oversee business process analysis and reengineering efforts, including AS-IS assessments and TO-BE process design to improve operational efficiency and service delivery.
- Serve as the primary liaison between business units, technical teams, and executive leadership, facilitating alignment on priorities, scope, and project outcomes.
- Collaborate with product managers, development teams, and QA teams to ensure requirements are clearly defined, testable, and successfully implemented.
- Guide data analysis efforts and promote the use of reporting and analytical tools to support decision-making and validate system solutions.
- Ensure adherence to project delivery methodologies (Agile, Waterfall, or Hybrid), including requirements traceability, scope management, and change control processes.
- Partner with senior leadership to support strategic planning, product roadmaps, and technology initiatives that enhance service delivery and advance the agency’s mission.
