Summary of Duties: Provides highly responsible and complex financial support to Chief Financial Officer. Directs and coordinates the budgeting of the Woodlands Township Annual Budget by performing the following duties personally or through subordinate supervisors.

Essential Duties and Responsibilities:
- Responsible for the annual budget process for the Woodlands Township from creation of new budget forms to the final budget adopted by the Board of Directors.
- Directs and oversees the budget process and assists departments regarding budgeting and financial analysis.
- In addition to the annual budget, the director is also responsible for producing a series of interrelated reports each year, including long-range financial forecasts, the five-year and strategic plan for the organization and regular performance management reports.
- Designs and reviews performance measure standards for Township departments and works with departments to establish measurable and relatable performance metrics and standards.
- Liaison for the Woodlands Township on property and liability insurance matters with selected insurance firms.
- Coordinates activities of bond issuances, account for debt obligations, and mange related agreements and contracts as related to budgets.
- Provides detailed ad-hoc financial analysis as requested from the President/Chief Executive Officer and Chief Financial Officer.
- Provides oversight for the Township’s property tax, sales tax, mixed beverage and hotel occupancy tax collections and relatable processes.
- Oversees the analysis of all tax collections and trends.
- Directs and oversees grant management to ensure compliance with appropriate requirements and laws.
- Provides advice on the financial systems and assists with access, reporting, and user issues.
- Prepares and makes public presentations of budget materials to the Board of Directors in an accurate, thorough manner.
- Reviews all Township agenda items for correct budget amounts and proper funding sources. Ensure all documents with financial impacts are easily understood by the Board and the public.
- Responsible for managing problems and/or situations relating to employees or the work of direct reports.
- Assist with the preparation of the annual audit and single audits relating to federally funded programs and the corresponding Annual Financial Report.
- Perform other duties as assigned.

Supervisory Responsibilities: Directly supervise three employees and indirectly supervise one employee in the Finance Department. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include providing input on hiring/disciplinary actions and work objectives/effectiveness, performance evaluations, and realigning work as needed.
Work performed by those being supervised is complex.

QualificationsMinimum

Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education: Bachelor's Degree (B. A.) in Accounting, Finance or related field from a four-year College or university. Master’s degree is a plus.

Experience: Seven (7) years of related experience, including 2-3 years at a managerial/supervisory level.
Licenses and Certifications:
- Must possess or obtain a Texas driver’s license within the first ninety (90) days of employment and meet the driver safety policy requirements.
- GFOA certification and/or CPA certificate a plus.
Computer Skills: To perform this job successfully, an individual should have knowledge of accounting software. Proficient in Microsoft Office, particularly Microsoft Excel and Word.
