Under executive direction, to plan, organize, direct, manage, and supervise the County of Siskiyou Behavioral Health Programs, including the Substance Use Disorder Department; to represent Behavioral Health Division programs and services with the public, community organizations, and other government agencies; and to do related work as required.
DISTINGUISHING CHARACTERISTICS
This is a Division Director position with general responsibility for the planning, organizing, budgeting, directing, managing and supervising of county Behavioral Health and Substance Use Disorder programs, staff and functions: exercising independent judgement for directing the treatment provided to clients, according to ethical and legal standards.

CLASSIFICATIONS SUPERVISED
Behavioral Health Deputy Director, AOD Administrator, Quality Assurance Manager, Project Coordinator, MHSA Coordinator, Executive Secretary and other staff as assigned.
Plans, organizes, directs, coordinates, and administers the county Behavioral Health Division including Substance Use Disorder Services; develops, recommends, and implements department goals, objectives, and policies; prepares and administers department budgets; controls fiscal expenditures and revenues; oversees the development and management of a variety of alcohol and drug programs and activities; manages various outpatient, and outreach programs; ensures proper development of case management services for department clients; develops prevention programs; administers provider contracts; compiles data and records, prepares reports and statistical information; responds to public concerns and requests for information; hires, supervises, evaluates, ensures proper training, and recommends disciplinary action of department staff per county personnel rules; administers a variety of categorical programs; develops new programs and services to meet community needs; prepares and administers grants; provides mental health information to the public, community organizations, and other county staff; interprets policies and regulations for the public; represents the department with other government agencies; coordinates behavioral health and alcohol and drug activities with other county departments; provides consultation and advice regarding complex case problems to clinical, professional, and support staff; consults with other county departments and outside agencies in problem resolution, program development and other committees, associations and/or task forces on a state and local level as appropriate or as appointed; receives and responds to inquires, concern and complaints regarding service delivery; oversees the quality assurance programs, pursues funding sources for new programs and assists in the preparation of grant application related documents; initiates and monitors contracts necessary for the division operations; will meet department standards for productivity and related documentation requirements for third party reimbursement; ensures compliance with all relevant laws and regulations regarding confidentiality within assigned program areas; performs related work as required.

Education, Training, and Experience:
Any combination of training or experience that would provide the knowledge and skills to successfully perform the listed duties is qualifying. A typical way to obtain the required knowledge and skills would be:
A physician licensed in California as a psychiatrist with a minimum of one year of practice and one year of administrative experience.
OR
A psychologist licensed in California possessing a doctorate degree in psychology from an accredited university and three years of acceptable clinical psychology experience, two years of which shall be administrative experience.
OR
A clinical social worker possessing a master's degree in social work or higher and shall be a licensed clinical social worker and five years of mental health experience, two years of which shall have been administrative experience.
OR
A California licensed marriage, family, and child counselor who shall have a master's degree in an approved behavioral science course of study, and five years of mental health experience, two years of which shall have been administrative experience.
OR
A nurse with possession of a master's degree in psychiatric or public health nursing and licensed as a registered nurse in California with five years mental health experience, two of which shall have been administrative experience. Additional post-baccalaureate experience in a mental health setting may be substituted on a year-for-year basis for the educational requirements.
OR
An administrator with a master's degree in hospital administration, public health administration, or public administration from an accredited college or university, and three years’ experience in hospital or health care administration, two of which shall have been in the mental health field. Additional qualifying experience may be substituted for the required education on a year-for-year basis with the approval of the Department of Behavioral Health.
AND
Five (5) years of progressively responsible professional administrative experience that has included analyzing and recommending solutions for the development of behavioral health program policy and administration of behavioral health services which includes at least one (1) year experience in the public sector at the supervisory and/or management level.
Special Requirements:
Possession of a valid and appropriate driver license.
TYPICAL PHYSICAL REQUIREMENTS
Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 pounds; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX.
TYPICAL WORKING CONDITIONS
Work is performed in an office environment with continuous contact with other staff and the public, may involve stressful situations, including dealing with erratic and sometimes threatening behavior.
Siskiyou County is located in inland northern California, adjacent to the Oregon border.
