The Director, IT – Site & Regional Enablement serves as the senior IT leader and visible face of OneIT and the establishment and growth of Qualcomm’s IT footprint in Mexico City, Mexico This role is responsible for building strong, connected, and engaged IT teams across both locations while ensuring tight alignment with San Diego‑based IT leadership and the global OneIT strategy

Operating in a highly matrixed environment, this leader acts as a culture carrier, relationship builder, and change champion, representing IT with senior business leaders and partner functions at each site. The role plays a critical part in workforce growth, office readiness, employee engagement, and ensuring IT is enabling—not just supporting—business outcomes in each region.

Key Responsibilities

Site & Regional IT Leadership

  • Serve as the local IT site lead for the build‑out and maturation of the Mexico City IT presence
  • Provide visible leadership, build trust, and ensure consistent IT experience and standards.
  • Foster a strong sense of team, collaboration, and shared OneIT identity across sites.

Culture, Engagement & Talent Support

  • Actively promote a positive site culture aligned with Qualcomm and OneIT values.
  • Lead or sponsor employee engagement initiatives, feedback mechanisms, and local community‑building activities.
  • Partner with HR and hiring leaders to support recruiting efforts, onboarding, and facility or office‑related challenges.
  • Provide structured feedback loops into matrixed people managers to support talent development and retention.

Business Partnership & Cross‑Functional Alignment

  • Develop strong working relationships with local business leaders and partner functions (e.g., HR, Finance, Facilities, Legal, Security).
  • Represent IT as a strategic partner, ensuring awareness of business needs, priorities, and regional considerations.
  • Where applicable, support business development–related activities by enabling IT readiness and local credibility.

Change Leadership & Executive Representation

  • Act as a change champion, helping translate enterprise IT strategy into local understanding and adoption.
  • Serve as the local representative of the IT function with senior business and site leadership
  • Escalate risks, issues, and opportunities appropriately while maintaining trust and professionalism at the site level.

Integration with OneIT & IT Leadership Team

  • Ensure clear and consistent two‑way communication between local sites and the San Diego‑based IT Leadership Team.
  • Reinforce global IT operating rhythms, expectations, and governance while adapting to local realities.
  • Participate in IT leadership forums and contribute regional insights to broader IT planning discussions.

  • Business unit and functional leaders within each site

Required Qualifications

  • 10+ years of progressive experience in IT leadership roles, including people, site, or regional leadership responsibilities.
  • Demonstrated success operating in matrixed, global organizations
  • Experience building trusted relationships with senior business leaders.
  • Strong change leadership, communication, and influence skills.
  • Willingness and ability to travel regularly between Boulder, CO and Mexico City, Mexico.

Preferred Qualifications

  • Prior experience serving as an IT site lead or regional IT leader.
  • Exposure to international or near‑shore operations environments.
  • Strong understanding of enterprise IT operating models.
  • Experience supporting organizational growth or new site establishment.

Minimum Qualifications:

• 8+ years of IT-related work experience with a Bachelor's degree.
OR
10+ years of IT-related work experience without a Bachelor’s degree.

• 5+ years of supervisory or leadership experience.
• 3+ years of work experience in a role requiring interaction with senior leadership (e.g., VP level and above).
