SUMMARY: Under the general supervision of the Executive Director, performs a variety of responsible and facilitative services and administrative oversight of the Intake and Clinical Services Departments and plans, organizes and directs services and programs in support of the departments. Participates as a member of the senior management team and advocate for the department with other IRC Directors. The position is further responsible for closely monitoring and improving the employee morale and professional development of all Intake and Clinical Services employees. Maintains a high level of confidentiality and provides sound judgment and flexibility. Provides and offers strong verbal and written communication skills and techniques to communicate in an effective and appropriate manner while establishing and maintaining a good rapport with others. Performs related duties as required.
HOURLY RANGE:
- $175,262.88 - $199,777.34 Annually

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Plan, organize, and direct the overall work of the Intake and Clinical Services Departments. Develop and direct goals and objectives, policies, procedures and work plans for the Intake and Clinical Services Departments.
- Monitor and evaluate the Intake and Clinical Services Departments and identify areas needing change in order to improve work processes.
- Oversee changes and successfully implement all necessary improvements.
- Communicate changes to other IRC departments in advance of any change being implemented.
- Remain current on overall staffing needs; oversee hiring, training, supervision and evaluation of all department staff, including all disciplinary and work performance issues.
- Manage the variety of individual units that comprise the Intake and Clinical Services Departments with maximum effectiveness through the hiring and management of responsible managers.
- Direct activities of staff in accordance with agency programs, mission statement and core values.
- Use every opportunity to promote the agency’s vision with staff and members of the community.
- Ensure that the services provided to consumers are of high quality and conform to agency policy, procedure and practices.
- Act as a liaison between Executive Management, Case Management and Administrative Services.
- Encourage staff members to integrate and interface cooperatively with all IRC departments and programs.
- Ensure that all administrative requirements are met on a timely basis.
- Perform all performance reviews of department managers and other direct reports.
- Review employee evaluations to ensure that they are both timely and appropriate.
- Review Special Incident Reports (SIRS) noting trends and repeat occurrences, if applicable. Consult with Risk Management and take whatever action is needed.
- Successfully complete assigned tasks related to the agency’s Performance Contract.
- Oversee applicable budgetary items to ensure that agency funds are utilized in an efficient manner.
- Prepare reports, surveys, memos, summaries, budgets, plans, and statistical computations as required.
- Attend Board of Trustee meetings and prepare reports for the Board as needed.
- Remain available to discuss unusual or difficult consumer, vendor or department related issues.
- Handle consumer, vendor and staff grievances as necessary.
- Collaborate with management and supervisory staff to ensure availability of an appropriate range of services for consumers within the agency.
- Attend a variety of community and agency meetings designed to facilitate the provision of quality services to the agency's consumers.
- Act as liaison with other regional centers, governmental agencies, numerous community agencies, boards, policy groups and planning committees.
- Act as liaison to DDS on case-related issues and audits.
- Actively maintain current knowledge applicable to primary job function and seek to expand relevant knowledge base.
- Use office equipment appropriately and report the need for any repairs. Keep work area at home and in the office neat, orderly and free of hazards.
- Follow all safety rules and comply with IRC’s Injury and Illness Prevention Plan and Workplace Violence Prevention Plan.
- Work cooperatively and effectively with others. Perform as a member of the team, answer questions, share expertise and contribute to the harmony of the team.
- Handle change well and be flexible and adaptable in dealing with interruptions, new priorities and new assignments.
- Ability to handle a hybrid work environment consisting of working in the office and remotely at home while maintaining work productivity and efficiency; communicate via telephone calls, video conference calls, emails, and chat rooms.
- Maintain good attendance and punctuality.
- Good verbal and written communication skills.
- Keep Executive Director informed of pending work, work in progress and problems encountered.
- Utilize agency’s IT systems as assigned, maintaining security and following agency’s protocols, procedures, rules, and requirements.
- Attend training sessions as required.
- Comply with and ensure program compliance with agency’s Personnel policies and procedures.
- Perform other duties as needed or assigned.
MINIMUM POSITION REQUIREMENTS:
- A Master’s Degree in social work, social welfare, public health, or other related field from an accredited college or university.
- Five (5) years of experience working in a comparable position in a similarly sized agency.
- Progressively responsible experience in administration of a large community-based medical and/or social service agency with at least five (5) years of experience supervising a broad variety of major administrative management and support services is preferred.
- Experience in working with, or on behalf of, people with an intellectual/developmental disability or a special needs population is preferred.
- May be required to be bilingual.
- Ability to follow oral and written direction.
- Full use of an automobile, possession of a valid California driver's license and liability insurance for the minimum amount prescribed by law or ability to provide for independent transportation.
- Must have and maintain a safe driving record.
