PBC Solutions is looking for a Director of Information Security!
Please note: PBC Solutions is Headquartered in Saanichton, BC (a suburb of Victoria) and also has offices in Burnaby. We operate in a hybrid in-person and virtual environment and the successful candidate must be based on southern Vancouver Island or in the Lower Mainland, with regular office presence required, and occasional travel between offices may be required.

PBC Solutions Ltd. was created in 2022 as a wholly owned subsidiary of PBC Health Benefits Society (operating as Pacific Blue Cross), #1 health benefits provider in BC. Our mandate is to design, transform, and deliver the benefits and claims administration services offered by governments and other large organizations along with our consortium partners DXC Advanced Solutions, NTT DATA, and EY.
Since the spring of 2023, PBC Solutions administers and leads the transformation and digitization of Health Insurance BC Services (HIBC) on behalf of the BC Ministry of Health. HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs. In the future, the business will expand to additional public and private client work.
Under the direction of the Chief Information Security Officer, the
Director, Information Security provides leadership, strategic guidance, and operational support on information security to internal and external partners.
- Align security services to support PBC Solutions in the areas of technology, networks, data, applications, and the secure use of AI.
- Build an effective, measurable security strategy aligned to available resources and systems.
- Lead and manage security team members, including external resources as required.
- Ensure appropriate security policies, practices, and controls are implemented across PBC Solutions information and technology platforms.
- Plan and demonstrate an effective security posture across cloud, data, software and systems.
- Provide governance and reporting required by PBC Solutions and its clients.
- Support business objectives by providing security guidance and direction.
Primary Duties:
Provides overall direction and guidance to the Information Security Team, which is accountable for:
- Defining and Measuring Security tools, policies and processes
- Refining, optimizing, integrating and being accountable to the end user experience of PBC Solutions stakeholders and solutions.
- Developing and managing Security Foundations and Layers including data, applications, technology and standards.
- Develop and maintain security standards and practices based on industry-leading frameworks and models (NIST, CIS, and other adopted frameworks).
- Developing, managing and maintaining Enterprise and operational Security policies
- Creating and supporting a framework to allow for internal and external Security reviews, Security testing and Audits.
- Participating and joining with other Security leads to build best practices and evolve the security team to deal with new and emerging threats and technology changes (e.g., AI)
- Integrating the Security team with multiple other areas of PBC Solutions, Privacy, Governance, Risk and Project management and others
- Embedding and demonstrating a deep commitment to “Staying Secure” throughout PBC Solutions, based on ongoing Security training, clear guidance and expectation, operational reviews, training and awareness of employees.
- Building Security Measurements, Reports, Key Performance Indicators that can support the executive teams and others in getting a clear picture of both Security and Business metrics
Strategic and Tactical Plans:
- In consultation with the Leadership team, develops and implements strategic and tactical plans in alignment with corporate and organizational goals. Develops and executes annual business plans, project initiatives, department budgets and key performance indicators. Monitors progress of project milestones and key performance indicators and undertakes actions to ensure the achievement of department goals and service level objectives.
Management/Leadership:
Provides leadership to direct reports and staff to develop and promote an engaged and productive workforce by:
- Developing and maintaining an effective organizational structure and staff model to achieve operational goals and service level objectives.
- Forecasting changing business needs and aligns team structure, skills and experience to provide career development opportunities and ensure the internal talent pool is deployed to their fullest extent.
- Providing technical direction, advice and guidance to various teams
- Providing coaching and mentoring support for direct reports including conducting regular coaching and performance review sessions to provide feedback on individual performance.
- Working closely with leadership teams, employees, and union representatives to address issues and promote a collaborative and progressive work environment.
Budget Management:
- Develops and monitors the annual department budget. Continuously looks for opportunities to maximize cost effectiveness through innovation, negotiation, and business process improvements.
Project Management:
- Responsible for ensuring that the Team delivers projects that are technically sound and comply with defined standards and procedures. Provides guidance to leadership team to ensure effective communications and change management practices.
- Other duties as required.
Required Education & Experience:
- Bachelor’s degree, post-graduate diploma, or equivalent combination of education and training in Computer Science/IT (or related discipline).
- A senior level accredited industry based cyber certification, CISSP, CISM
- 7+ years of experience in information systems/technology, including at least 3 years in enterprise architecture and IT security.
- 3+ years of leadership experience in managing and/or directing IT operational teams
- A combination of education and experience may be considered.

- Governance, reporting, and KPI discipline (e.g., security posture metrics, audit readiness).
Travel/Work Location:PBC Solutions has offices in Saanichton, BC (a suburb of Victoria) and Burnaby. We operate in a hybrid in-person and virtual environment. Occasional travel between office locations may be required.
What's in it for youWe offer market competitive total compensation, including an annual incentive bonus plan and market-based salaries. The base salary range for this position is
$138,000 - $173,000 annually. Placement in the salary range will be determined by the level of experience and expertise based on corporate guidelines, with the goal to ensure market competitiveness and internal equity.
