Director of Human Resources

Department: Human Resources
Reports To: Senior Vice President of Human Resources
Location: El Paso, Juarez
Travel: Up to 20%

The Director of Human Resources is responsible for leading Human Resources operations across North America and Field Services. This role provides strategic direction and leadership to regional HR Managers while ensuring consistent execution of HR programs, compliance, talent strategies, and associate experience across all locations.

In addition, this position oversees Talent Acquisition and Medical Services, ensuring the organization attracts, hires, and supports a healthy and engaged workforce aligned with business objectives.

The Director serves as a trusted business partner to operational leaders and plays a key role in organizational transformation, workforce planning, leadership development, and continuous improvement.

Essential Responsibilities

HR Leadership

  • Lead, coach, and develop Human Resources Managers supporting Mexico, North America, and Field Services.
  • Ensure consistent application of HR policies, practices, and employment standards across all assigned regions.
  • Partner with business leaders to align HR strategies with operational objectives.
  • Drive organizational effectiveness through workforce planning, succession planning, talent reviews, and leadership development.
  • Support organizational changes, restructuring initiatives, and business transformation efforts.
  • Monitor HR metrics and develop action plans to improve organizational performance.

Talent Acquisition

  • Lead the global Talent Acquisition function.
  • Develop recruiting strategies to meet current and future workforce needs.
  • Improve recruiting processes, candidate experience, and time-to-fill metrics.
  • Partner with HR Managers and hiring leaders to ensure high-quality hiring decisions.
  • Build recruiting capabilities, interview practices, and employment branding initiatives.

Medical Services

  • Provide oversight for Occupational Health and Medical Services.
  • Ensure compliance with applicable health, safety, and medical regulations.
  • Partner with EHS and operations to support employee health initiatives.
  • Review health trends and recommend programs that improve associate well-being and reduce workplace risk.
  • Ensure consistent medical processes across all operations.

Employee Relations & Compliance

  • Provide guidance on complex employee relations matters.
  • Ensure compliance with applicable labor and employment laws across multiple countries and jurisdictions.
  • Support investigations involving policy violations, workplace concerns, and compliance matters.
  • Promote a positive employee experience while balancing business needs and risk management.

Organizational Development

  • Lead talent review processes and succession planning initiatives.
  • Support leadership development and management training programs.
  • Partner with leaders to identify organizational capability gaps and development opportunities.
  • Foster a culture of accountability, engagement, inclusion, and continuous improvement.

HR Operations

  • Ensure effective execution of performance management, compensation, workforce planning, and HR programs.
  • Develop and monitor HR dashboards and key performance indicators.
  • Drive process improvements that increase efficiency and service quality.
  • Partner closely with Payroll, Compensation, Benefits, Legal, Finance, and Operations.

  • Human Resources Manager – Mexico
  • Human Resources Manager – USA
  • Human Resources Manager – Field Services
  • Talent Acquisition Team
  • Medical Services Team

Qualifications

Education

Bachelor's degree in Human Resources, Business Administration, or related field required.

Master's degree or MBA preferred.

Experience

  • 10+ years of progressive Human Resources leadership experience.
  • Experience supporting manufacturing, industrial, or multi-site operations preferred.
  • Experience leading HR teams across multiple locations and countries.
  • Strong experience in Talent Acquisition and organizational development.
  • Experience leading organizational change and business transformation initiatives.
  • Experience partnering with senior business leaders.
