To direct the overall activities of the Human Resources Department and Risk Management, including compensation, employee and labor relations, discipline administration, benefit administration, Personnel Rules, training, recruitment, equal employment opportunity and the design and development of a variety of specialized projects in the areas of organizational and Human Resources development and Risk Management.
Essential Functions
Formulates personnel policies and procedures and monitors the implementation and effectiveness of established policies and procedures to ensure policy integration with the city's strategic direction.
Supervises the collective bargaining process, including Labor Relations.
Oversees all EEOC Claims against the City.
Directs the policy and standards on workers compensation claims against the City.
Recommends and directs the implementation of risk management policies and procedures for Citywide implementation.
Directs the overall administration of training and career development programs and coordinates training and development for managerial/executive level personnel.
Recommends and directs the implementation of the general employee Compensation Structure.
Oversees all of the self-insurance budgets and vendors for efficiency and appropriateness.
Directs the preparation and monitoring of the department's annual budget.
Directs the City's Employee Relations programs, including the recognition activities programs and employee communications.
Directs the administrative support arm of the Human Relations Board and the City's non-discrimination ordinance.
Provides consulting services to the City Manager and City departments in such areas as interpretation of Rules and Regulations, disciplinary actions and organizational effectiveness.
Serves as the City's Equal Employment Officer and directs the preparation of the organization's diversity efforts.
Responsible for job descriptions policy and structure.
Performs Project management oversight.
Provides leadership and guidance to Human Resources and Risk teams.

Minimum Qualifications
Bachelor's Degree from an accredited college or university in Public Administration, Human Resources Management, Business, or a related academic field. A Master Degree is desirable,
Ten (10) years of progressively responsible professional personnel experience, preferably in the public sector, five (5) years of which must have been in a supervisory or management capacity and five (5) years experience in leading labor negotiations,
Or the equivalent in education, training, and experience that would provide the necessary knowledge, skills and abilities,
Senior Professional Human Resources (SPHR) Certification or Professional Human Resources Certification (PHR) is preferred.
Job Based Competencies
Thorough knowledge of personnel management and administrative practices and principles.
Thorough knowledge of federal and state laws pertaining to Human Resources and Risk Management.
Knowledge of municipal government organization.
Ability to identify problems and initiate corrective procedures and policies within the area of Human Resources.
Ability to establish and maintain effective relationships with City officials, governmental agencies and the public.
Ability to communicate effectively, orally and in writing.
Ability to plan, assign and coordinate the activities of assigned managerial personnel.
Ability to plan and coordinate a variety of comprehensive activities, including evaluating the effectiveness of departments within the City of Sarasota.
Responsibility
Under the direction of and responsible to the City Manager. This is a department head position directing the activities of the Human Resources Department.
Physical Requirements
Work is normally performed in an office setting with requirements for visual and auditory acuity, plus dexterity in the operation of computer terminals, typewriters, and other office equipment. On-site work audits may require occasional physical exertion in climbing, lifting, stooping, walking, and similar efforts, possibly in adverse weather conditions. Safety precautions will be taken when required.
