We are hiring a Director, Global Sourcing & HR Operations to lead high-volume contractor sourcing while ensuring HR compliance, talent acquisition, and sourcing delivery across secure facilities. This dual-function leadership role requires a seasoned professional who can balance speed and execution with governance and compliance while managing internal teams and external vendors to meet global workforce needs.

Key Responsibilities:


  • Lead and develop a combined team of sourcing specialists and HR generalists.
  • Set clear expectations, drive accountability, and foster a high-performance culture.
  • Partner with senior leadership to shape workforce strategies for global projects and secure facilities.
  • Own end-to-end sourcing execution for global, time-sensitive hiring needs.
  • Align sourcing plans with project production targets and secure facility staffing requirements.
  • Anticipate workforce and sourcing risks and take decisive corrective action to keep hiring pipelines on track.
  • Ensure HR practices comply with applicable country-specific labor laws, company policies, and contractual obligations.
  • Maintain accurate employee and contractor records to support audits, reviews, and reporting requirements.
  • Implement HR policies tailored to secure environments, ensuring confidentiality, compliance, and operational consistency.
  • Onboard, manage, and hold external sourcing vendors accountable across regions.
  • Establish clear vendor KPIs, monitor performance, and make changes when required outcomes are not met.
  • Continuously evaluate sourcing channels to improve speed, scale, quality, and cost efficiency.
  • Partner with site leads, hiring managers, and HR teams across Canada, Romania, and India.
  • Maintain consistent communication across regions to ensure smooth operations and alignment.
  • Execute sourcing and HR strategies defined by senior leadership while identifying opportunities for continuous improvement.
  • Leverage data, technology, and market insights to optimize sourcing and HR workflows.
  • Drive innovation in sourcing pipelines and HR processes to support evolving global workforce requirements.
  • Track, analyze, and report on sourcing and HR performance.
  • Prepare regular KPI and workforce reports for senior leadership.
  • Ensure sourcing and HR outputs meet quality, compliance, and client expectations.

Qualifications:


  • 12+ years of experience in sourcing, recruiting, or HR operations, including leadership responsibility.
  • Proven success managing high-volume recruiting and sourcing in fast-paced environments.
  • Strong experience managing external vendors and HR compliance across multiple regions.
  • Demonstrated ability to deliver results under pressure while balancing operational and compliance requirements.
  • Excellent problem-solving, execution, and decision-making skills.
  • Strong stakeholder management and communication skills, with the ability to influence senior-level stakeholders.
  • Experience using CRM/HRIS systems and workforce data to drive business decisions.
  • BA/BS in Business Administration, Human Resources, or a related field.

Preferred Qualifications:

  • Experience in crowdsourcing, marketplace, or large-scale workforce models.
  • Strong understanding of international labor laws and secure facility standards.
  • MBA or relevant graduate degree.
  • Experience supporting global or multiregional workforce operations.
