Responsibilities

REI Systems is seeking a Health IT P&L Lead to provide strategic account leadership, delivery oversight, customer engagement, and growth support across our Federal Health portfolio, including HHS and its operating divisions such as FDA, CMS, HRSA, ACF, CDC, and related federal health agencies. This is a high-impact leadership role responsible for managing and growing a portfolio of Federal Health IT programs while ensuring strong delivery performance, customer satisfaction, financial health, team alignment, and long-term account expansion. The Health IT P&L Lead will serve as a trusted advisor to government customers and internal executives, connecting mission needs with REI’s capabilities in digital modernization, case management, grants management, data analytics, cloud, AI/ML, and emerging health technology solutions. The ideal candidate brings a strong blend of program delivery leadership, federal health customer intimacy, financial/P&L ownership, capture and growth experience, and cross-functional leadership. This leader will partner closely with Delivery, Growth, Capture, Solution Architecture, Pricing, Recruiting, Contracts, and Executive Leadership to strengthen REI’s Federal Health market position and drive measurable mission outcomes.

Key Responsibilities:

Portfolio / P&L Leadership

  • Own and manage the financial performance of assigned Federal Health accounts, including revenue, margin, forecasting, staffing, delivery health, and growth targets.
  • Develop and execute account plans that align customer mission priorities, contract performance, delivery excellence, and organic growth opportunities.
  • Monitor portfolio performance, identify risks early, and drive corrective actions to protect customer outcomes, profitability, and employee engagement.
  • Partner with Finance, Contracts, Delivery, and Executive Leadership to support forecasting, budget planning, contract modifications, staffing plans, and investment decisions.
  • Maintain strong operational discipline around delivery performance, resource planning, utilization, program health, and customer satisfaction.

Federal Health Customer Leadership

  • Build and maintain trusted relationships with senior government stakeholders, program leaders, contracting officers, and mission owners across HHS and related federal health agencies.
  • Understand customer missions, modernization priorities, funding drivers, procurement strategies, and pain points across Federal Health programs.
  • Represent REI as a strategic partner in customer meetings, industry events, account planning sessions, and growth discussions.
  • Translate customer needs into actionable delivery, solution, and growth strategies.
  • Support customer intimacy and positioning across current and target agencies, including FDA, CMS, HRSA, ACF, CDC, and other health-focused organizations.

Delivery Excellence

  • Provide executive-level oversight across complex Health IT programs, ensuring programs are delivered on time, within budget, and aligned with customer expectations.
  • Partner with Program Managers, Project Managers, Technical Leads, and Solution Architects to maintain delivery quality, risk management, and strong team performance.
  • Drive continuous improvement across delivery processes, governance, reporting, stakeholder communications, and mission outcomes.
  • Support escalation management, issue resolution, and executive communication for high-visibility programs.
  • Promote REI’s delivery values, including collaboration, accountability, innovation, and measurable customer impact.

Growth, Capture & Account Expansion

  • Identify and shape organic growth opportunities within assigned accounts, including recompetes, task orders, adjacent opportunities, and new mission areas.
  • Partner with Growth and Capture teams to qualify opportunities, develop win strategies, support customer engagement, and contribute to proposal development.
  • Help shape RFIs, white papers, solution narratives, win themes, and customer messaging for Federal Health pursuits.
  • Bring delivery insight into capture strategy to ensure proposed solutions are realistic, differentiated, and aligned with customer needs.
  • Collaborate with Solution Architects, Pricing, Recruiting, and Delivery leaders to develop competitive and executable solutions.

Cross-Functional Leadership

  • Lead and influence cross-functional teams across delivery, growth, capture, solutioning, pricing, recruiting, contracts, and corporate operations.
  • Serve as a bridge between customer priorities, delivery teams, and executive leadership.
  • Mentor program leaders and support the development of future account and delivery leaders.
  • Foster a culture of accountability, collaboration, transparency, and continuous improvement.
  • Support strategic planning, pipeline reviews, program reviews, and leadership briefings.

AI-Focused Responsibilities

REI is expanding its use of Artificial Intelligence and Machine Learning to help federal agencies modernize processes, accelerate decision-making, and harness data at scale. Current REI postings consistently include AI-focused responsibilities for leaders in growth and capture roles.

The Health IT P&L Lead will be expected to:

  • Identify opportunities to apply AI, automation, analytics, and emerging technology to improve Federal Health program outcomes.
  • Partner with technical and solution leaders to shape AI-enabled solutions that align with customer missions, compliance needs, and operational priorities.
  • Use AI-enabled tools to support market research, customer analysis, opportunity assessment, account planning, and executive briefing development.
  • Help integrate REI’s AI capabilities into Federal Health growth strategies, delivery improvement plans, and customer conversations.
  • Promote responsible AI adoption by ensuring AI-supported outputs are accurate, mission-aligned, secure, and compliant with REI quality standards.
  • Champion practical AI use cases that improve delivery efficiency, operational visibility, data-driven decision-making, and customer mission impact.

Qualifications

Basic Qualifications:

  • 12+ years of experience in Federal IT, Health IT, digital modernization, program delivery, business development, account management, or management consulting.
  • 7+ years of leadership experience supporting HHS, FDA, CMS, HRSA, ACF, CDC, or other Federal Health / federal civilian customers.
  • Demonstrated experience managing or supporting P&L responsibilities, including revenue, margin, forecasting, staffing, program performance, and account growth.
  • Proven ability to lead complex IT delivery portfolios involving application modernization, cloud, data analytics, case management, grants management, AI/ML, or digital transformation.
  • Strong understanding of Federal Health missions, acquisition processes, contract vehicles, task order environments, and customer buying behaviors.
  • Experience building trusted relationships with government customers, industry partners, and internal executive stakeholders.
  • Demonstrated ability to identify and support organic growth, recompetes, adjacent opportunities, and new business pursuits.
  • Experience partnering with capture, proposal, solution architecture, pricing, recruiting, contracts, and delivery teams.
  • Strong executive communication skills, including ability to brief senior leadership, write clearly, influence stakeholders, and represent REI professionally.
  • Ability to operate in a fast-paced, matrixed environment with competing priorities and high customer expectations.

Preferred Qualifications:

  • Prior experience as an Account Director, Portfolio Director, Program Director, Client Partner, Growth & Operations Director, or P&L leader in Federal Health IT.
  • Direct experience supporting FDA, CMS, HRSA, ACF, CDC, NIH, SAMHSA, or other HHS operating divisions.
  • Experience with application modernization, Agile delivery, DevSecOps, cloud migration, data platforms, AI/ML, low-code/no-code platforms, case management, grants management, or health operations modernization.
  • Experience supporting large task orders, IDIQs, GWACs, BPAs, or multi-award contract environments.
  • Experience shaping or supporting opportunities valued at $10M–$50M+.
  • Familiarity with federal health policy, public health operations, regulatory programs, grants, quality programs, or mission support systems.
  • PMP, SAFe, ITIL, CSM, CFCM, or relevant leadership / technical certifications.
  • Existing relationships across the Federal Health ecosystem, including agency stakeholders, industry partners, and small business partners.

Education Bachelor’s degree in Business, Engineering, Computer Science, or related field.

Clearance: Ability to obtain and maintain a clearance is preferred.

Location: Hybrid – 1 to 2 days per week at REI Systems’ Sterling, VA office
