Job Description

Responsible for direction and management of facilities to ensure that the buildings, grounds, and facility equipment are maintained in optimum operating condition to create a safe, comfortable, clean, attractive, healing environment for the care of patients.

Directing and overseeing the development, design, and implementation of a thorough preventive maintenance programs.

Provides sound and professional advice to the CCEO’s, System Construction leadership, architects and construction firms on current and proposed construction projects and major equipment purchases.

Hires, supervises and trains Maintenance personnel and any others under the scope of his/her responsibility.

Responsible for designing staffing plans and managing personnel to achieve optimal staff performance.

Responsible for overseeing activities necessary to meet facility regulatory requirements and assuring required documentation is complete.

Responsibilities

Develops and manages departmental capital and operational budgets.

Directs activities that include analysis, inspection, construction and maintenance of facilities.

Assures facility environments are maintained in accordance with environment of care standards as set forth by State and Federal code and regulation. These include, but are not limited to: CMS Regulation, State facility code and licensure

requirement, FGI (AIA) Guidelines, NFPA and ASHRAE guidelines.

Oversees maintenance of the environment of care services for all the facilities within his/her span of control.

Provides direction to the facility management, and if assigned environmental service, managers he/she supervises.

Identifies environment of care issues in collaboration with other facility leaders and develops and implements resolutions for such.

Assures proposal for construction projects that will require State permitting are reported to the ARH System leader responsible for Design/Construction.

In collaboration with leadership, System Design & Construction and contractors, assures newly constructed and existing environments of care are designed and maintained to comply with the Life Safety Code.

Works with ARH System Design/Construction/Project Management to plan, coordinate, complete and commission contracted capital construction projects. Responsible for developing ILS and ICRA Plans in collaboration with Infection Control, and for monitoring compliance.

Confers with contractors to develop plans, specifications and cost estimates of minor remodeling/renovation projects that do not require architectural and/or engineering plans to be submitted to the State for permitting.

Receives cost estimates, plans and specifications prior to implementing projects to assure compliance with budget, policy, and regulatory agency requirements.

In collaboration with Administration, develops and submits Project Plans, as required by policy, for capital projects.

Uses the Work Order Management system to effectively schedule, implement and monitor preventive maintenance schedules. Responsible for assuring the Work Order Management activities are compliant with regulatory requirements.

Assigns staff responsibilities for performing scheduled preventive maintenance work and facility repairs. Assures the work is completed correctly and completion is documented in the work order system.

Collaborates with leadership to increase energy efficiency and reduce energy costs.

In collaboration with purchasing/Administration/System Design & Construction and/or other Directors of Facility Management, reviews specifications of major equipment and makes recommendation concerning purchase and installation of same.

Inspects and evaluates the appearance/aesthetics of facilities and campuses within his/her scope of responsibility. Initiates corrective actions as needed to maintain clean, attractive environments.

Travels between ARH facilities when requested by CCEO’s and System leaders.

Establishes and manages staffing and staffing productivity for areas of responsibility.

Per ARH Purchasing Policy and Procedure, procures necessary tools and materials for maintaining facilities.

Performs other related duties as required or necessary.

Qualifications

Education

Degree in engineering, industrial management, construction management or facility management preferred.

Two year college or technical school graduate with focus on a specific facility trade or similar industrial/healthcare management field.

Minimum Work Experience

Five (5) years experience in a healthcare facility management setting, related regulatory agency or as an industrial trade contractor.
