Qiddiya aspires to be one of the top cities in the world known for mobility and seamless journeys both regionally and within the city. Qiddiya will be connected to Riyadh and beyond with metro and high-speed rail services. Contract Director within the Regional Links team will be responsible for leading the procurement of a very large PPP contract. Overseeing the work of transaction advisors with technical, financial and legal teams, Contract Director will ensure timely delivery of an ambitious procurement programme delivered within a PSP framework.

The Contract Director will apply technical and commercial expertise, as well as knowledge of the Saudi PPP landscape, representing the project owner through the planning and execution of the procurement phase.

The Director of Contract Management for EPC+F (Engineering, Procurement, Construction, and Financing) in Transportation is responsible for managing and overseeing all aspects of the contract life cycle for critical transportation projects. This role includes strategic planning, procurement processes, risk evaluation, and ensuring compliance with established frameworks while driving project success.

Key Responsibilities:

  • Collaborating with advisors and stakeholders throughout the development of tender and project documentation including the project agreement, and all commercial and technical requirements
  • Supporting the execution of the procurement phase, including solicitation, receipt and evaluation of bids, and negotiations with bidders leading to contract award
  • Representing the Project Owner in engagement with a wide range of internal and external stakeholders and securing of required approvals.
  • Ensuring that safety is put in first place in the development of the requirements, tender documents, construction programme and methodology
  • Focusing on customer experience in the development of the requirements and tender documents
  • Managing the interface between the EPC and PPP contract packages ensuring that risks are mitigated and a balanced risk allocation is achieved
  • Leading and mentoring the junior members of the team, transferring knowledge and experience

Requirements

Qualifications & Experience:

  • Degree and/or post graduate degree qualifications with minimum 15 years of experience in managing tender process for large infrastructure PPP projects. Rail and transport and rail operations experience is preferred.
  • Extensive experience in managing EPC+F contracts, particularly in the rail sector.
  • Strong knowledge of project management principles, contract law, and procurement processes.
  • Proven track record of successful negotiations and stakeholder engagement.
  • Experience in the GCC region is preferred.
