The Director, EPMO – Digital & Data is an enterprise leader that sits within the Enterprise Program Management Office. This role leads a portfolio of Digital and Data initiatives across Wealth Management, Retirement and Employee Benefits business lines. Projects include Voya’s B2C Digital Transformation, AI Innovation Office’s product pipeline and the AI platform capabilities being built within Digital & Wealth Management Technology. This role is responsible for ensuring alignment between enterprise strategy, investment, and execution while driving disciplined delivery, transparency, and measurable business outcomes across the portfolio. It requires a well-seasoned program and/or portfolio management and people leader with a strong enterprise mindset, executive presence, and the ability to lead through influence in a fast-paced, highly matrixed, and regulated environment. The effectiveness of this role depends on building trust with technology leadership while maintaining independence to represent the business’s interests, even when that means raising uncomfortable questions about delivery risk or outcome quality. This role combines program management discipline with enough AI literacy to ask the right questions, possess enough retirement and wealth management domain knowledge to evaluate whether program outcomes matter for participants and advisors, and the organizational credibility to hold technology, business, and risk functions accountable to shared commitments without direct authority over any of them.

Program Portfolio Management

  • Develop and maintain a current, accurate portfolio view of all Digital & Data Initiatives, inclusive of active AI initiatives across Digital & WM Technology and the AI Innovation Office: B2C transformation program, AI Innovation Office product pipeline, platform AI capability builds, and contact center and advisor AI initiatives.
  • Support Digital and Data Product leads in the development of integrated portfolio roadmaps across all business lines, ensuring initiatives align to enterprise strategy, business outcomes, dependencies and capacity constraints.
  • Proactively manage portfolio-level risks, issues, assumptions, dependencies, and financials, identifying systemic trends and driving timely resolution and alignment at the appropriate leadership level.
  • Facilitate portfolio prioritization using agreed criteria such as value, regulatory, risk reduction, customer impact, strategic fit, or feasibility.
  • Partner with legal, risk and compliance (LRC) stakeholders to ensure compliance, transparency, and effective escalation.
  • Direct the coordination and management of program and project manager resources and allocations based on skills match and evolving needs of the portfolio.
  • Manage change initiatives and stakeholder engagement to maximize adoption and minimize disruption.
  • Leverage data-driven insights to inform decisions and improve project outcomes.
  • Align operational improvements and user experience with regulatory requirements and compliance standards.

People, Leadership & Strategy

  • Partner with senior leaders to align projects with organizational priorities, KPIs, and growth objectives.
  • Provides direction and assigns projects to team members that are in alignment with business and technology priorities.
  • Foster a team environment and culture that appropriately balances the “art” and “science” of project delivery across various methodologies while building deep bench strength and growth opportunities.
  • Experience and demonstrated ability in effectively coaching and mentoring program and project managers across various levels and skills to increase abilities and leadership skills
  • Provides training and development opportunities, including stretch assignments, for team members and gives open and honest feedback to aid in the development of talent

Cross Functional Collaboration & Dependency

  • Foster strong partnerships across business units, technology, operations, finance, legal, risk, compliance, UX and other key functions.
  • Serve as a liaison between Leadership and project teams to ensure strategic alignment and timely delivery.
  • Own portfolio dependency mapping across product, technology, vendors, data, security, legal, and operations.
  • Drive cross functional issue resolution through structured escalation, decision logs, and accountable action plans

Executive Communication & Stakeholder Reporting

  • Oversee Program status reporting; ensure accurate, concise and clear messaging across projects. Familiar with the use of Sharepoint, Planview, PowerBI and Azure DevOps.
  • Produce concise, executive-ready materials: portfolio dashboards, narrative status, decision memos, and board/ELT reporting.
  • Provide actionable insights to adjust strategies, prioritize initiatives, and optimize resource allocation. Ensure accurate and timely communication of progress, risks, and mitigation plans.

Financial Stewardship

  • Coordinate portfolio-level business case governance (value hypotheses, cost estimates, benefits, risk, sensitivity) with Business and Technology Leads.
  • Partner with Finance to manage annual planning, quarterly re-forecasts, and in-year investment trade-offs.
  • Own the monthly budget tracking process for the portfolios: actual vs. plan, vendor and contract expenditure, and headcount investment across all technology organizations contributing to the projects within the portfolios.
  • Track forecast accuracy, and investment health; drive transparency on burn, variance, and funding decisions.

Education

  • Bachelor’s or master’s degree, or related field or equivalent work experience required.
  • Experience with portfolio and program management tooling (e.g., Planview, Azure Devops, Power BI) and enterprise governance models
  • Certifications: PMP, PgMP, PfMP, PMI-ACP, SAFe (or equivalent), ITIL a plus

Qualifications

  • 10+ years of progressive program & portfolio management within the wealth management or financial services sectors, with a focus on digital, data & AI strategic initiatives.
  • Worked in top-tier Consulting firms with experience managing large and complex transformation initiatives is a plus.
  • Data literacy: Understand data quality, lineage, governance, and how data supports decisions.
  • AI literacy for governance: understands LLM integration, generative AI, agentic systems, automation, model evaluation, and data pipeline concepts at a depth sufficient to manage credibly — not to build, but to manage with informed judgment
  • Demonstrated success implementing portfolio governance, planning cadences, and investment prioritization frameworks.
  • Agile and iterative delivery: Be comfortable with evolving scope, incremental releases, and rapid reprioritization as well as release planning, dependency management, and integrated roadmaps.
  • Proven ability to influence senior stakeholders without direct authority, balancing business outcomes and technology feasibility
  • Highly collaborative and effective partner; ability to effect change in a matrix managed geographically dispersed environment.
  • Ability to thrive in a fast-paced, dynamic environment and manage multiple projects simultaneously
  • Strategic thinking mindset with a strong analytical capability and attention to detail
  • Strong problem-solving and critical thinking skills, with the ability to navigate ambiguity

Compensation Pay Disclosure:

Voya is committed to pay that’s fair and equitable, which means comparable pay for comparable roles and responsibilities.

The below annual base salary range reflects the expected hiring range(s) for this position in the location(s) listed. In addition to base salary, Voya offers incentive opportunities (i.e., annual cash incentives, sales incentives, and/or long-term incentives) based on the role to reward the achievement of annual performance objectives. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Voya Financial is willing to pay at the time of this posting.

Actual compensation offered may vary from the posted salary range based upon the candidate’s geographic location, work experience, education, licensure requirements and/or skill level and will be finalized at the time of offer. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.
