Develops and executes an enterprise-wide asset management strategy for Transmission, Substation, Distribution, and Telecom assets to optimize maintenance programs, prioritize asset life cycle planning, strengthen asset health analytics, and improve system performance and reliability across all asset classes.
Directs long-range financial planning, budgeting, and forecasting for engineering divisions to align financial resources with business priorities and support customer, community, and organizational growth expectations.
Establishes and integrates performance frameworks and KPIs into business planning to measure outcomes, guide decision-making, and reinforce a culture of accountability and excellence.
Optimizes resources and fosters cross-functional collaboration with Engineering, Operations, and Asset Management to ensure efficient execution of strategic initiatives and seamless delivery of operational targets.
Drives continuous improvement by enhancing engineering standards, processes, and field practices to increase operational effectiveness and ensure alignment with regulatory and corporate requirements.
Builds and manages strategic stakeholder relationships while promoting compliance with Health, Safety, and Environmental standards to strengthen organizational trust, enhance field alignment, and support enterprise-wide initiatives including rate case analyses and filings.
Leads performance-driven engineering teams through coaching, succession planning, and career development to build a high-performing, future-ready workforce that meets organizational goals.
Champions and models enterprise-wide adherence to governance, compliance, and ethical standards to uphold organizational integrity and regulatory alignment.
Leads and supports organizational strategies for the restoration of critical services and emergency preparedness to ensure business continuity and community trust.
Embraces and leads additional strategic responsibilities as needed to advance enterprise objectives and organizational resilience.
Additional Job Description:
Education
Bachelor's degree in Engineering from an accredited university.
Bachelor’s degree in Electrical Engineering is preferred.
Experience
10 years' experience in engineering, asset management, or maintenance in the electric, telecommunications, or critical infrastructure sectors, with responsibilities of planning, budgeting, and at least 5 years' of progressive experience in a leadership or management roles overseeing multiple departments and/or functional areas.
Experience in budget planning, development and effective administration.
Additional education may substitute for the required experience when it aligns with the competencies and knowledge necessary for the role: Master’s degree in a relevant field may substitute when accompanied by a minimum of 8 years of experience engineering, asset management, or maintenance in the electric, telecommunications, or critical infrastructure sectors and at least 4 years of progressive experience in a leadership or management roles overseeing multiple departments and/or functional areas.
Competencies (Skills)
Strong technical knowledge in power flow, T&S design, associated Electrical & Utility codes, constructability, and equipment applications.
Strong business knowledge in the utility & regulated environment.
Strong knowledge of Utility safety best practices and field safety requirements and leadership.
Proven experience applying sound judgment to make effective decisions.
Strong interpersonal skills, including customer interaction and conflict resolution.
Demonstrated leadership skills with the ability to coach and support professionals and field employees.
Excellent verbal and written communication skills, preferably in English and Spanish.
Strong ability to develop and deliver effective presentations and facilitate meetings as related to strategy, training, and collaborating with various stakeholders.
A solid knowledge of Microsoft Office PC applications (Excel, Word, PowerPoint)

Valid Driver’s License
Professional Engineer or Professional Licensee designation in Puerto Rico is preferred
Be a member of the Puerto Rico Association of Engineers and Surveyors is preferred.
