DIRECTOR, ELECTRONIC MEDICAL RECORDS (EMR) AND PORTAL
HYBRID

The Director of EMR and Portal provides leadership and subject matter expertise in the administration, structure, and performance of the Electronic Medical Record and associated portals. This role partners across programs and strategic operations to leverage EMR data and functionality in support of a complex service delivery model.

ESSENTIAL FUNCTIONS
• Maintain knowledge of business processes and application design, and understand cross-functional business relationships and their use of information.
• Support and oversee the system change order development and submission process in line with SOPs for new organizational and departmental needs.
• Manage new system initiatives and related projects by defining high-level business needs to meet regulatory requirements and improve internal processes.
• Maintain and oversee the EMR functions in its entirety with supporting SOP documentation and other materials.
• Oversee measures related to data confidentiality by defining access permissions, managing access requests processes and ensuring compliance.Monitor daily system performance and vendor issue resolution.
• Oversee the process of routine testing of fixes/product enhancements/deployments to proactively identify problems/issues concerning functionality and system performance.
• Oversee UAT and PROD environments troubleshooting.
• Ensure the implementation of user training, testing, documentation, and deployment rollout
• Collaborate with program, strategic operations and other organizational team members to share knowledge of EMR system for support with EMR related tasks and technical functioning of the system.
• Maintain relationships with EMR users and departments, and incorporate user workflows, driving factors, pain points, opportunities, and system limitations.
• Oversee the EMR and Portal support team, collaborating with program and strategic operations, as needed, on the analysis of EMR problems and bugs and coordinate resolution with the EMR vendor.
• Oversee the internal monitoring process for RHIO connectivity to the EMR.
• Responsible for the development and support of systems that facilitate the user’s interaction with the EMR by enhancing user workflows, data, reporting, and analysis through the use of applied technology.
• Support the operation of the internal EMR Helpdesk via MS Power Apps, including troubleshooting and support.
• Collaborate on internal EMR training as requested by Learning and Development. Participate in and lead as requested any internal EMR training efforts.
• Lead and support system enhancements and other major functional improvements.
• Lead team through project planning activities, including communicating deliverables, leading issue resolution, and escalating issues when appropriate.
• Track system performance using appropriate metrics, tools, and techniques.
• Manage vendor relations and performance, including issue resolution.
• Collaborate on annual strategic initiatives/goals for the EMR tracking and reporting outcomes and results as required.
• Responsible for the coaching and development of team members.

• Knowledge of databases and SQL querying, with an understanding of database structures and configurations.

Industry Knowledge
• Strong knowledge of OPWDD funded services and supports.

EDUCATION & EXPERIENCE
• Bachelor’s degree required
• Minimum of five (5) years of experience working with electronic health records and databases required
• At least three (3) years of experience in a leadership role, with responsibility for guiding teams and/or managing projects.

When New York State recognized the need for an improved, comprehensive, and conflict-free care management model for individuals with intellectual and developmental disabilities, Person Centered Services answered the call. We are a Care Coordination Organization (CCO) that was formed by 31 existing developmental disability service providers and agencies, and today we employ over 600 highly experienced care coordinators with offices in each of the 18 counties we serve.

Care Coordination connects the dots between all aspects of an individual’s care. A Life Plan, a holistic plan tailored to the individual is created to encompass every aspect of an individual’s care, including disability-related supports and other services like medical, dental, wellness, behavioral health, job assistance, housing, safety, transportation and more. Plans are constantly monitored and modified as an individual's goals, needs and life circumstances change.
