Job Description

Key Responsibilities

Programme Leadership & Delivery

  • Lead the end-to-end delivery of the APAC Data Hub Programme, ensuring alignment with business objectives, regulatory requirements, and enterprise architecture standards.
  • Develop and execute programme roadmaps, delivery plans, operating models, governance frameworks, and success metrics.
  • Manage programme budgets, timelines, resource planning, risks, dependencies, and vendor engagements.
  • Ensure effective execution across multiple workstreams, including data ingestion, data management, analytics, reporting, data products, and AI initiatives.

Stakeholder Management

  • Serve as the primary liaison between Business, IT, Enterprise Architecture, Data Management Office, and global delivery teams.
  • Build strong relationships with senior stakeholders across APAC and Head Office to drive alignment and decision-making.
  • Facilitate governance forums, steering committees, and executive reporting.
  • Manage competing priorities and dependencies across multiple business and technology teams.

Data Platform & Databricks Implementation

  • Partner with technology and architecture teams to deliver enterprise-scale data platforms leveraging Databricks and cloud-native technologies.
  • Collaborate with global teams supporting Databricks implementations across other regional data hubs to ensure consistency, reusability, and alignment with target architecture.
  • Drive adoption of modern data engineering, analytics, governance, and data product capabilities.
  • Ensure platform scalability, performance, security, and operational readiness.

Enterprise Data & Analytics Strategy

  • Support the execution of the regional data strategy and roadmap.
  • Drive the delivery of data products, management information, financial reporting, regulatory reporting, and advanced analytics use cases.
  • Promote best practices in data governance, data quality, metadata management, and business-domain-oriented data design.
  • Identify opportunities to leverage AI, machine learning, and analytics capabilities to deliver business value.

Risk, Governance & Regulatory Alignment

  • Ensure programme delivery complies with enterprise risk, data governance, security, privacy, and regulatory requirements.
  • Oversee programme risk management, issue resolution, change control, and audit readiness.
  • Establish robust governance and reporting mechanisms to track programme health and outcomes.

Leadership & Team Development

  • Lead multidisciplinary teams comprising programme managers, architects, delivery leads, data engineers, analysts, and vendors.
  • Foster a culture of collaboration, innovation, accountability, and continuous improvement.
  • Mentor and develop talent across programme and delivery teams.

Requirements

Education

  • Bachelor's degree in Information Systems, Computer Science, Engineering, Business, Finance, or related discipline.
  • Master's degree or MBA preferred.

Experience

  • 15+ years of experience in large-scale technology, data, analytics, or digital transformation programmes.
  • Proven track record delivering enterprise-wide data platform and analytics initiatives in multinational organizations.
  • Extensive experience managing complex, multi-million-dollar programmes involving multiple stakeholders and delivery teams across regions.
  • Experience working with global delivery teams and managing cross-border programme dependencies.
  • Banking, financial services, or other highly regulated industry experience is strongly preferred.

Technical & Domain Expertise

Strong understanding of:

  • Enterprise Data Management and Data Governance
  • Databricks Lakehouse Platform and modern data architectures
  • Cloud-based data platforms and analytics ecosystems
  • Data warehousing, data lakes, and data hub architectures
  • Data engineering, ETL/ELT, and data integration patterns
  • Business intelligence, reporting, and analytics solutions
  • Agile and hybrid programme delivery methodologies
  • Regulatory reporting and financial data environments (preferred)

Language Requirements

  • Strong written and verbal English communication skills.
  • Japanese language proficiency is advantageous but not mandatory, as the role may involve communication and coordination with Japan-based stakeholders and Head Office teams.

Professional Certifications (Preferred)

  • PMP, PgMP, PRINCE2, or equivalent programme management certification
  • Certified Scrum Master (CSM) or Agile-related certification
  • CDMP (Certified Data Management Professional)
  • Databricks certifications
  • Cloud certifications (Azure, AWS, or GCP)
