The Director, Construction and Project Management is responsible for driving the performance for both the Construction and Project Management teams for Blue Stream Fiber for a defined region. This individual will oversee all construction projects across the defined Blue Stream footprint – with the #1 focus of delivering projects “on time” and “on budget” in accordance with the quality standards of a market leader in the fiber telecommunications sector. A focus for your scope will be managing pods of defined Project Managers and Construction Managers working in tandem for their defined scope to drive outcomes for customers. You play a pivotal role in executing against the company’s strategic vision to deliver a cost effective and best-in-class customer experience and serving as an engaged, hands-on, day-to-day leader across multiple regions. In this role, you will establish operational standards consistent with a best-in-class telecommunications company and foster a culture of employee engagement, continuous improvement, outstanding execution, and customer satisfaction. You will oversee the holistic lifecycle of a construction project; both from the construction teams responsibilities as well as from the project management deliverables. Specifically, for the upfront work, you will lead a team that oversees the design of construction projects, setting the costs for each project with associated bill of materials (BOM), the permitting process with local municipalities and work in tandem with engineering to ensure circuits are obtained, as well as with local utilities to ensure power where necessary. You will also be responsible for overseeing day-to-day execution in accordance with a detailed project plan working with the end-customer, 3rd party business partners and internal functions to deliver on-time for our projects across the communities that we serve. Additionally, you will oversee the P&L for each project ensuring that we deliver on construction projects on-budget, including overseeing invoice management with vendors partnering with Finance, ensuring materials in the BOM are obtained at correct pricing by Supply Chain and tracking any variances to budget for real-time remedies. The scope includes but are not limited to, managing the successful deployment and expansion of the company's network infrastructure as well as performing necessary changes, upgrades, and repairs by providing active leadership to all levels of the construction and project management organization across the regions. It is expected that as the leader of this function, you can play at multiple levels – comfortable speaking in front of a customer or board, as well as be able to interact with all levels of employees and partners. You must be an inspirational, influential, and persuasive leader capable of achieving excellent results through others.

Key Responsibilities

What your responsibilities will be:

  • Oversight and leadership of the defined Construction workforce within your pod and footprint, including regional leadership, local supervisors, internal employees but also contracted workforce working inside the construction teams.
  • Ownership of the network build strategy in partnership with Engineering within your pod and footprint, implementing a comprehensive network deployment strategy in alignment with the company's growth objectives.
  • Accountability in projects planning and execution, creating deployment plans, managing external dependencies, prioritizing as necessary and reviewing key performance indicators (KPIs), with ability to oversee hundreds of projects simultaneously to timely and efficient deployment of network infrastructure.
  • Be an inspiring leader, fostering a culture of excellence, innovation, and collaboration within the network deployment team but also within the op. Your mentoring and coaching enable team members to reach their full potential, resulting in a high-performing and motivated workforce.
  • Partner across the senior leadership team to ensure an end-to-end, best-in-class customer experience is delivered while continuing to drive employee engagement.
  • Establish and maintain strong relationships with vendors, suppliers, and contractors involved in network deployment, ensuring a timely delivery of projects.
  • Prioritize network reliability and performance, implementing rigorous quality assurance processes throughout the deployment lifecycle. Your commitment to excellence ensures a seamless and superior customer experience.
  • Stay abreast of relevant regulations and compliance requirements in the telecommunications industry. Your expertise in navigating regulatory challenges ensures the company operates within legal frameworks.
  • Serve as a strategic and technical partner to the Senior Leadership team to drive excellence in operational execution and rigor across all core functions and business processes. Provide insight and counsel relative to strategic planning and technical leadership.
  • Establish best-in-class processes and policies that improve the operational effectiveness of the company. Enhance established KPI, project timelines, cost to build, and ensure execution.
  • Provide strategic leadership and guidance to the pod leaders, empowering them to effectively lead a team of construction and project managers.
  • Collaborate with the Director of Design to develop and execute strategic plans for construction projects, ensuring alignment with overall business objectives.
  • Work closely with the Director to assess project feasibility, conduct risk assessments, and allocate resources in line with organizational goals.
  • Review and analyze project performance metrics alongside the VP, preparing comprehensive reports for executive leadership that highlight milestones, challenges, and recommended improvements.

Skills, Knowledge and Expertise

What you bring to the table:

  • Management of Project Management and Construction departments at an regional level across multiple companies managing large-scale matrixed teams across geographies.
  • Ability to mange pods composed of Construction Managers, Project Managers and associated coordinators to deliver on defined community builds at the highest quality standards within budget.
  • Demonstrable leadership, visionary accomplishments, and extensive experience in developing infrastructure technologies and architectures implemented in large-scale/mission-critical deployments.
  • Advanced expertise in Construction within a telecom that offers fiber based internet services, VoIP and Video/Cable products.
  • Demonstrated entrepreneurial approach to business process, balancing control with flexibility, procedure with simplicity, and willingness to innovate and change while creating an environment of rigor and discipline.
  • Financially disciplined with the ability to deliver business cases and measuring ongoing ROI for critical initiatives.
  • Thorough understanding of company products and market trends in the telecom industry.
  • Experience with launching new products or new markets within an Operations intensive industry
  • Ability to see the forest through the trees and work across levels to drive forward critical strategic initiatives
  • Proficient with Microsoft Office Suite or related software
  • Excellent organizational skills and attention to detail
  • Excellent verbal and written communication skills
  • Strong supervisory and leadership skills



General Qualifications:

  • B.S. or MBA in Business Management, Finance or related degree
  • 10+ years telecom industry experience within Construction and/or Project Management
  • 10+ years managing Construction, Tech Ops and/or Project Management departments at a regional level
  • Must live in the state of Florida
